Application of Decision-Making Support Model in the Operations Planning Process at the Tactical Level

The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation.

Defining and Evaluation of Competencies of an Officer of the Czech Armed Forces

The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies.

The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper.

Scenario-based Planning of State Material Reserves: Case Study of Latvia

The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia's security policy circumstances.

The use of NATO Evaluation Tools for the Assessment of the Czech Land and Air Forces Preparedness

The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle.

Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course.

Future Tactical Unmanned Aircraft Systems of the Czech Armed Forces

The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. The main goal of the article is to bring a view of the issue from a broader context and to find a possible way-out together with an evaluation of the advantages and disadvantages of each of the proposed variants.


Force Ratio and Battle Casualties

The assessment of force ratios and battle casualties is a crucial aspect of the military decision-making process. This article evaluates three different tools used by the Army of the Czech Republic at the tactical level: a calculator based on Lanchester's laws, a module within the Battle Information System, and a constructive simulation system. The results indicate that while all tools produce similar outputs, the constructive simulation system offers more accurate estimates of combat losses for both equipment and personnel. Additionally, this system enhances the ability of commanders and staff to adapt to changing scenarios during planning. The primary conclusion is that the constructive simulation system provides a practical and flexible solution for supporting the military decision-making process at the brigade and battalion levels.

The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers.

The study focuses on the methodologies and strategic implications of restoring industrial complexes in post-conflict environments. Drawing on empirical evidence from the war in Eastern Europe, it links NATO engineering doctrine with approaches to damage assessment and stability classification. It proposes damage categorisation and prioritisation of reconstruction based on structural degradation and external system dependencies. Key strategies include mobile engineering teams, improvised materials, and limited documentation. The study also highlights the need to protect sensitive information generated during recovery. A combined approach ensures efficient reconstruction and national defence resilience.

Construction of Temporary Bridges after Floods in Slovenia

The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.


Loitering Munition: Impact, Response and Approach to its Integration into Smaller Armed Forces

The article analyzes loitering munition as a distinct category separate from traditional UAVs and examines its role in recent armed conflicts. Drawing on qualitative and quantitative analysis, it finds that these systems have become a persistent feature of modern warfare, which is also reflected in the rapid expansion of acquisition efforts within NATO countries after years of stagnation. Building on these findings, the article introduces four functional criteria defining loitering munition and provides a targeted DOTMLPFI mapping that outlines the key requirements and indicative metrics needed to achieve full operational capability. The study shows that progress across all DOTMLPFI domains is essential for effective and sustainable integration, particularly in smaller armed forces.

Possibilities of Developing Medical Support Capabilities in the Area of Chemical, Biological Radiological and Nuclear Defence

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

Challenges of the Tactical Leader in the Context of Multinational Military Operations Process

This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational  military operations.

Strategic Defence Analysis and Setting the Future Defence Strategy: A Comparison of the Czech Republic and Norway

The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty.

Integrating Emerging Technologies in Military Maintenance and Repairs: An Overview of Current Status, Opportunities and Challenges

Maintenance and repair (M&R) of military equipment are crucial for operational readiness. The article highlights challenges faced by military forces, particularly in the US, with significant equipment non-operable due to inefficient M&R. It emphasizes modernizing M&R through Predictive Maintenance (PM) and 3D Printing (AM). PM employs AI and data analytics for real-time monitoring and foreseeing malfunctions, signifying a strategic shift in M&R. AM significantly curtails downtime by enabling on-demand spare parts production, presenting a solution to traditional military M&R challenges. The article also underscores the economic advantages and potential for operational efficiency improvements through these technologies. However, it points out hurdles in implementing PM and AM, including high initial costs, lack of trained personnel, and the threat of counterfeit production in AM.

Applicability of Multirotors in Czech Armed Forces

Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years.

Building Meteorological Backup Artillery Products: Leveraging Upper Air Data

Accurate meteorological data is crucial for precise artillery fire, yet its availability can be compromised in combat conditions. This study investigates the impact of limited meteorological information on artillery accuracy and explores potential mitigation strategies. By analysing upperair data from a single weather station, we simulated various scenarios of reduced meteorological support. Our findings highlight the significance of meteorological factors on artillery performance and the potential consequences of inadequate data. We developed a foundational framework for offline artillery support products, emphasizing the need for robust methods to estimate atmospheric conditions in data-scarce environments. Future research will focus on incorporating advanced modelling techniques and additional data sources to enhance the accuracy and applicability of these products.

Constructive Simulation in Tactical Level Planning: Options for Optimizing Engineer Support

This article deals with the use of constructive simulation software in the planning process of military engineer staff personnel. The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s  exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level.

Evaluation of Possible Approaches to Meteorological Techniques of Artillery Manual Gunnery after the Adoption of Automated Fire Control System

The article deals with the artillery manual gunnery in accordance with the modernization of the czech artillery. The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated.


Comparative Analysis of NATO and U.S. Approaches to Multi-Domain Operations

The article is a thematic sequel of a previous work addressing the concept of Multi-Domain Operations (MDO) in the context of modern warfare. It highlights the differences in the conceptual approaches to MDO as applied by the U.S. Armed Forces and NATO in response to current security challenges. The study outlines the shift by NATO and the U.S. from traditional joint operations to integrated strategies within respective operational domains. Based on a literature review and content analysis of doctrinal documents, it identifies a fundamental difference in the conceptual approaches of NATO and the U.S. to MDO. While the U.S. approach emphasizes a military-oriented model that generates synergistic effects through coordinated operations and technologically driven dominance, NATO’s framework favours a comprehensive civil-military model of strategic integration.

Modern National Projects: Implementation of Development Projects in the Czech Armed Forces

Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine.

Identification of factors for the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations under conditions of professional activities of military leadership students

The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness.


(Re)Framing the Frontlines: The Role of Strategic Communication in the Russian-Ukrainian War

This paper examines the role of strategic communication in military operations, with a focus on its impact during the first year of the Russian-Ukrainian war. Using a process-tracing methodology, the study explores whether Ukrainian strategic communication was decisive in resisting Russian attacks. Our findings indicate that strategic communication functioned as a central component of Ukraine’s defence. Effective messaging mobilized broad support from diverse actors, including state entities with no regional stakes and non-state contributors such as civilians, volunteer fighters, and organizations, driven by motivations beyond self-interest. Ukraine’s resilience stemmed not from a deceptive Russian strategy (i.e., a lack of genuine intent to engage in a full-scale war), but from its bold counter-offensive, bolstered by international aid - support amplified and sustained by the strategic communication efforts that shaped global perceptions and secured critical assistance.


Does Mandatory Military Service Impede Male Representatives from Pursuing Higher Education in Post-Soviet Armenia?

The enforcement of mandatory military reforms in 2016 and 2018 has significantly affected the overall layout of higher education (HE) in Armenia, creating a number of challenges for different stakeholders. The current research paper makes an attempt to examine the main perceptions of teachers, students, educators, etc., of the enforcement of mandatory military service reforms on the HE system in post-Soviet Armenia. The data of the following study was obtained from four different state universities located in the Republic of Armenia. The outcomes of the research demonstrate that different stakeholders hold controversial opinions in terms of the application of these reforms. The findings illustrate that these reforms positively influenced in developing academic integrity, and equality among students with different social and geographic backgrounds, however, they have worsened the overall competitiveness of higher education creating a female-dominating educational environment.

The Process Approach to Human Resource Management in the Czech MoD

The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers.

The article presents partial conclusions of the questionnaire survey on "Problem Solving in the Defence Department of the Czech Republic". First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article.


Effectiveness of Training Using Simulation Technologies in the Training of Students of the University of Defence in Tactical Training

The article deals with the possibility of using simulation technologies in the training of students of the University of Defence in tactical training and seeks to answer the question whether the use of these means brings demonstrable effectiveness by means of an experiment. First-year students in a Field Training course were randomly divided into 42 sections of approximately equal numbers and then assigned to 3 categories based on their use of live and virtual simulation. All groups were assigned points for a specific tactical activity during the final exercise. The total scores of all groups were subjected to a subsequent statistical investigation using a one-factor analysis of variance on the data to examine whether there were statistically significant differences between the groups. Although students' use of modern simulation technology had a perceived positive effect on improving the quality of training, there was no evidence of statistically significant differences between the groups studied using statistical methods. However, the results of the experiment do show to some extent that some differences do exist between the groups and therefore leaves some opportunity to conduct similar, or more extensive research, in an effort to promote the attractiveness of the training process to military school students.

Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed Forces

The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.
