Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |

(LX.): 30-47 The author presents the results of the research in the field of defining the competencies for military professionals in command and control in military operations. The main purpose of the article is to familiarize the readers with the proposal of the recommendations for implementing an integrated approach to defining the competencies needed for military personnel within the Ministry of Defense of the Czech Republic. On the basis of the analysis of the national strategic documents, analysis of the system of management of educational and training activities and evaluation of the current competency model for the members of the Czech Armed Forces, the recommendations were drawn up to introduce a conceptual approach to defining the competencies for military personnel. This set of proposed measures provides a baseline for applying the competency model as a human resource management tool. |

One of the important areas of the personnel recovery system is the intelligence area. This article describes on the operational level the reasons and basic methods of intelligence support of Personnel Recovery during joint military operations. It introduces selected intelligence disciplines and explains the suitability of their use in the various Personnel Recovery phases. It also describes the intelligence activities related to post-reintegration phase and outlines the basic issues associated with the intelligence support of Personnel Recovery. |
Does Graduate Education of Military Professionals Need a Reform?Opinions, controversyBrig. gen. Ing. Jaromír Zůna, MSc., pplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 72-83 The article sums up the evolution of the Czech officers' qualification structure since the start of downsizing in 1990 and provides an outlook beyond 2010. At the early 90's graduate education used to be only for officers. A total of 65 % were holding university degrees. Today this number reaches 98 %, with 3 % holding Ph.D. or CSc. degrees. There is also an increase in numbers of WOs with graduate education, it is 4 %, despite the fact that such qualification is not necessary for them. Authors discuss this evolution and compare it with the ageing of the Czech population and overall academic education system. The gradual decrease of people aged 20-24 till 2020 is an important challenge to reforming recruitment and education of junior officers. The reform is needed to avoid deficits in quality junior officers and consequently the lack of personnel selection for military education at the University of Defence. |

(LXIII.): 84-100 The paper is focused on the issue how to develop and strengthen the competencies of military leaders essential for management of the Lessons Learned process in the Czech Armed Forces. The analysis shows that the issue of lessons learned is sufficiently addressed in relevant military documents which provides a foundation for definition of relevant competencies. Questionnaire survey proves that most respondents apply identified competencies related primarily to analysis phase and the verification of lessons identified. The article further presents a study curriculum proposal that can be used as a comprehensive framework for study programs within career education currently provided by the Center for Security and Military Strategic Studies of the University of Defence and the Training Command - Military Academy. |

It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken. |

(LXII.): 141-153 Increasing pressure on the quality of the educational content brings the need to address the issue of hidden mechanisms in the educational process that have impacts on the quality of knowledge and skills. This article discusses the existence of the hidden curriculum in lifelong learning and puts it into the context of the lifelong Professional Military Education as it is provided at the Centre for Security and Military Strategic Studies at the University of Defence. The uncovering of the hidden content in education may not be a welcome process, in extreme it may become unacceptable. However, hidden content can affect the achieved learning outcomes, as well as their deliberate disclosure and appropriate processing. The aim of the article is to describe whether and with what benefit can the concept of the hidden curriculum be applied to professional military education in the Centre for Security and Military Strategic Studies environment . |
Constructive Simulation in Tactical Level Planning: Options for Optimizing Engineer SupportReviewedOta Rolenec, Martin Sedláček, Martin VlkovskýVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 51-69 This article deals with the use of constructive simulation software in the planning process of military engineer staff personnel. The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |

It indicates a comprehensive solution of the issue both in national and international connection of the current approach to military vocations, life-long learning Vojenské rozhledy 1/2011 and expected deployment of the present-day armed forces. Using results of a research conducted within the Czech Ministry of Defence and Armed Forces, authors specify roles of individual stakeholders in the process of training and education in the military and define prerequisites of an effective military educational and training system. The authors treat this problem in context of the so-called National Qualification Framework, multinational project of EU member states Military Erasmus, activities conducted by European Security and Defence College (ESDC) and others. |

The Bucharest Nine Part of NATO's Eastern Flank: an Analysis of Military Investment on EquipmentReviewed - ResearchVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 3-26 An important part of NATO's deterrence and defence role is its military presence in the eastern part of the Alliance's territory, represented by the Bucharest Nine (B9). The ability of this group to fulfil its strategic mission depends on the condition of the military equipment at its disposal. The number of pieces of military equipment and their combat capability are determined by the investment in military equipment. In the context of the pledge to spend at least 20 % of total defence expenditure on military equipment, it appears that between 2004 and 2022 there is a steep increase of defence investment gap, followed by a partial absorption of the investment gap after 2014. The investment gap is reflected in the volume and condition of military equipment. Rising spending in recent years is positively reflected in the increasing volume of acquisitions for new military equipment in all B9 countries. However, due to the delay, these investments are and will only be reflected in defence capabilities in the future. |

(LXV.): 27-43 Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor. |

The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |

(LV.): 44-51 The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

(LXIV.): 69-82 The study presents a meritorious view of the traditional operational factors of space, time and force. On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations. |
European Sectoral Qualifications Framework for Military Officer Profession from the Perspective of the Czech RepublicReviewed - ReviewRichard SaibertVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 59-74 The article deals with the issue of application of the European Sectoral Qualifications Framework for Military Officer Profession. Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Lessons learned gained from the levelling were employed in a recent revision of study programs of the career courses organized by the Center for Security and Military Strategic Studies of the University of Defence. |

(LXIV.): 52-66 The article is about six French Special Military Operations (SMOs) that were conducted in Islamic countries in the MENA region between 2011 and 2022. It provides an explanation of their historical, geopolitical, and military contexts while also assessing their compliance with international law. The text introduces two innovative concepts, the Holland doctrine and the Macron doctrine, and analyses both their successes and failures. Ultimately, the article concludes by addressing the question of why these SMOs achieved military success but failed to meet political objectives, resulting in a significant disillusionment among French political and military elites, as well as the participating soldiers. |

Identification of factors for the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations under conditions of professional activities of military leadership studentsReviewed - ResearchDavid Ullrich, František Milichovský, Veronika Koleňáková, Lenka ČadováVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 37-49 The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness. |

The article highlights challenges faced by military forces, particularly in the US, with significant equipment non-operable due to inefficient M&R. It emphasizes modernizing M&R through Predictive Maintenance (PM) and 3D Printing (AM). PM employs AI and data analytics for real-time monitoring and foreseeing malfunctions, signifying a strategic shift in M&R. AM significantly curtails downtime by enabling on-demand spare parts production, presenting a solution to traditional military M&R challenges. The article also underscores the economic advantages and potential for operational efficiency improvements through these technologies. However, it points out hurdles in implementing PM and AM, including high initial costs, lack of trained personnel, and the threat of counterfeit production in AM. |
NATO Support and Procurement Agency: a Powerful Instrument of Collaborative LogisticsReviewed - ResearchRadka Lopourová, Richard Funiok, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 44-61 The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition. |

(LXI.): 51-70 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |

(LXV.): 116-129 The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment. |

It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics. |
