System Problems with Career Soldiers Incomes: Qualification for Pay Classes

Abstract:

The author analyses current pay and reward system of remuneration according to merits, years of service, military profession, speciality, rank, etc. We have many military specialisations that do not fit to only several pay classes. The author concludes that present-day system leads us to badproportioned states, when some military specialities are overvalued, whereas other ones are underrated. This problem is continuously solved. Today we propose new military remuneration model taking into account total fixed remuneration and premium service components.

Capt. Ing. Bc. Jakub Picka, born in 1984, he graduated from the Faculty of Economics and Management (FEM), University of Defence in 2006, subject field: quality management; and Faculty of Economics and Administration, Masaryk University in 2008, subject field: public economics. From 2007 till 2010 chief of economic group with the 131st Joint Artillery Battalion, 2009 a 2010 chief of the 15th Contingent KFOR of the Armed Forces of the Czech Republic. Since 2011 he has been a lecturer at the Department of Economy, University of Defence. He is interested in effective allocation of sources in military environment. He analyses options how to implement economy criteria in decision-making processes in military.
