Vojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 3-26 | DOI: 10.3849/2336-2995.33.2024.03.003-026

An important part of NATO's deterrence and defence role is its military presence in the eastern part of the Alliance's territory, represented by the Bucharest Nine (B9). The ability of this group to fulfil its strategic mission depends on the condition of the military equipment at its disposal. The number of pieces of military equipment and their combat capability are determined by the investment in military equipment. In the context of the pledge to spend at least 20 % of total defence expenditure on military equipment, it appears that between 2004 and 2022 there is a steep increase of defence investment gap, followed by a partial absorption of the investment gap after 2014. The investment gap is reflected in the volume and condition of military equipment. Rising spending in recent years is positively reflected in the increasing volume of acquisitions for new military equipment in all B9 countries. However, due to the delay, these investments are and will only be reflected in defence capabilities in the future.

This study presents the perspective of Czechoslovak diplomacy on the events of the Yom Kippur War (1973) in the context Czechoslovak foreign policy towards the Arab-Israeli conflict in early 1970s. The research is based on so far rather underexplored archival sources. Despite Czechoslovakia's declared unequivocal support for the Arab side of the conflict, Czechoslovak Middle Eastern policy since the mid-1950s was not entirely unconditional in relation to the Arab countries. Internal documents of Czechoslovak government occasionally revealed criticisms of Arab representatives. The Yom Kippur War represented a significant moment in this regard, as it was a military confrontation initiated not by Israel but by the Arab coalition, posing a challenge for Czechoslovak propaganda. Simultaneously, this armed conflict presented an opportunity for Communist Czechoslovakia to further deepen its relations with its Arab allies.

The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research.

The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor.

The Russian invasion of Ukraine has renewed the emphasis on personnel readiness of European armed forces. The Czech Armed Forces aims to reach 37,500 professional soldiers and 15,000 reservists, yet it remains uncertain whether this is achievable within an all-volunteer system. The article compares the recruitment approaches of Lithuania, Latvia, and Poland, which recorded the fastest personnel growth in the past decade. Using the Military Participation Ratio, it combines quantitative and qualitative analysis of recruitment policies. The findings show that meeting Czech targets is possible but requires a reform of the recruitment system. Effective measures include the restoration of conscription (Lithuania), higher financial incentives (Latvia), and the development of reserves and voluntary service (Poland). The study contributes to the debate on recruitment policy and the sustainability of all-volunteer armed forces.

The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions.

Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes.

The article deals with the possibility of using simulation technologies in the training of students of the University of Defence in tactical training and seeks to answer the question whether the use of these means brings demonstrable effectiveness by means of an experiment. First-year students in a Field Training course were randomly divided into 42 sections of approximately equal numbers and then assigned to 3 categories based on their use of live and virtual simulation. All groups were assigned points for a specific tactical activity during the final exercise. The total scores of all groups were subjected to a subsequent statistical investigation using a one-factor analysis of variance on the data to examine whether there were statistically significant differences between the groups. Although students' use of modern simulation technology had a perceived positive effect on improving the quality of training, there was no evidence of statistically significant differences between the groups studied using statistical methods. However, the results of the experiment do show to some extent that some differences do exist between the groups and therefore leaves some opportunity to conduct similar, or more extensive research, in an effort to promote the attractiveness of the training process to military school students.
