It begins by defining forecasting as the formulation of conditional accounts of possible futures. Military Deception

Military art

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

Updating Security Strategy Czech Republic 2011 (Inspirational Power of Security Community)

Opinions, controversy

PhDr. Antonín RAŠEK

Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 99-121

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

Global Security: System Approach (Barack Obama's First Midterm)

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37

This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.

PhDr. Antonín Rašek.

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 152-155

This essay is based up ideas summarized in Huntington's famous book The Clash of Civilizations. According to Mr. Huntington, there are seven or eight world civilizations. The West is "unique"-but its values are not universal. World politics is entering a new phase, in which the great divisions among humankind and the dominating source of international conflict will be cultural. The decline of the nation state from the conflicting pulls of tribalism and globalism, among others. The author of this essay introduces individual world's cultures and traces prognostic visions both from historical and topical point of view. He warns against intervening into civil wars, as we know very little about their cultural background which must be respected; our interventions might be disserviceable.

At the beginning of August, Defence Minister Alexander Vondra announced his intention to give rise to the White Report of Defence as a document constituting clear vision of country's defence. The Paper will constitute a major overhaul of Czech defence and security policy and will set out the path to more modern, compact and reactive security and defence forces. By cutting the overall number of defence personnel, restructuring the defence estate will achieve cost reductions allowing to address more effectively the challenges and threats of the globalized world. It will allocate a substantial budget for defence, in line with the priorities and choices made for her defence capabilities. It will further reflect themes not mentioned before, such as relations between Common European Defence Policy and NATO alliance, new dimensions of civic security in cases of natural disasters, pandemic, or last but not least - terrorist attacks. Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 143-147

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

Podplukovník Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163

As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted.

Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The author explains some terms being neglected in the last few years. War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world.
