Middle Eastern Proxy Wars Waged on the Background of Civil WarsReviewed - ReviewMirela AtanasiuVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 27-44 | DOI: 10.3849/2336-2995.30.2021.03.027-044 The paper argues that proxy war is an increasingly often used tool in the Middle East, in the already conflicted territories where international involvement is not only enabled, but also attracted and encouraged by the international law for the purpose of region's securitization. Thus, the paper's aim is to increase awareness on the fact that the Middle Eastern countries passing through civil war periods and accepting external actors to deal with their crises do not only become fertile territories for proxy wars, but the intervening actors start pursuing their own interests beyond the host country's interest in resolving the conflict. |
Is Turkey Ready for a War with Syria?Reviewed - ReviewVladimír Bízik, Zdeněk KřížVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 57-71 | DOI: 10.3849/2336-2995.29.2020.03.057-071 This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria. |
Arabic for the Purposes of the Armed Forces in the United States and the United KingdomReviewed - ReviewJan LochovskýVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 67-81 | DOI: 10.3849/2336-2995.28.2019.02.067-081 The article discusses the history and present state of instruction in the Arabic language in the Armed Forces of the United States and the United Kingdom within the context of their engagement in the Middle East. The analysis of the evolution of institutions tasked with Arabic language instruction since the end of the World War II mainly addresses the issues of fast language-capacity building and the cooperation between the Armed Forces and the academic sector. The main issue in state-organized instruction in non-standard languages is a discrepancy between the required long-term nature of building of linguistic capacities and an immediate need of states addressing new regional challenges requiring a specific knowledge of new languages. |
Some Aspects of Structured Intelligence AnalysisReviewed - ReviewJozef VojtekVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 59-72 | DOI: 10.3849/2336-2995.28.2019.01.059-072 Structured analysis is a systematic approach to solving intelligence analytic problems. Methodology and analytical techniques in the intelligence analysis include the selection of structured techniques from the point of view of the analytical task and the use of the analytical spectrum. Basic structured analytical techniques ensure transparency and reduce personality bias. Taxonomy is the basis for quality analysis. There are 55 types of techniques that complement expert judgment and intuition. A properly structured analysis contains twelve questions supplemented by a number of analytical techniques. The method of analytical spectrum in strategy leads to the split of the process into the phase of analysis, synthesis, selection of information and argumentation, and the analysis itself consists of four sub-stages. The basic parameters that negatively affect the use of structured analytical techniques by intelligence analysts are the analytical and collective approach, the patterns and the level of education. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |
NATO, 2% to Defense, 20% to Equipment: Cumulative Nature of Military Spending and the Role of the Economic PerformanceReviewed - ResearchJan KofroňVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 27-43 | DOI: 10.3849/2336-2995.33.2024.03.027-043 Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor. |
Evaluation of the Annual Physical Training Examination and Possible Suggestions for Change in the Endurance Discipline of RunningReviewed - ResearchJiří Néma, Petr Lašák, Libor Wawrzacz, Vladimír PavlíkVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 91-109 | DOI: 10.3849/2336-2995.33.2024.03.091-109 The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper. |

The text deals primarily with historical and military factors and is written as a historical explanatory analysis. It focuses on the most significant historical events and explains the ways of functioning and the consequences of the processes that have been taking place there for a long time. |
Threats and Hazards of Grey Rhino ParadigmReviewed - ResearchOlga Burianová, Jiří F. UrbánekVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 85-96 | DOI: 10.3849/2336-2995.33.2024.02.085-096 Grey Rhino is a metaphor for security threat, which is unkept irrational for large extent also high probability of harmful effect on a subject of risk owner. Business continuity management system is assessed in a diagram as controlling instrument aimed at operational hazard mitigation of continuity disturbance of affected subject. A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. The measures are designed in crisis scenario for quality improvement of subject´s crisis readiness. An indicator of business risk continuity slip is defined. In a connection with war conflict on Ukraine is assessed if it is Grey Rhino manifestation. |
Military Will in the Czech Civil CodeReviewed - ReviewPavel SalákVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 116-129 | DOI: 10.3849/2336-2995.33.2024.02.116-129 The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment. |
Development of the Czech Armed Forces Doctrinal FrameworkReviewed - ResearchPavel Žižka, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 3-20 | DOI: 10.3849/2336-2995.33.2024.01.003-020 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |
From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 | DOI: 10.3849/2336-2995.32.2023.04.024-044 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |
Assesment of the Development of European Air Forces in the Context of US-China CompetitionReviewed - ResearchJan Feryna, Libor KutějVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 123-139 | DOI: 10.3849/2336-2995.32.2023.04.123-139 The air force plays an important role in armed conflicts. It was no different in the Odyssey Dawn and Unified Protector operations in Libya in 2011. The European dependence on the US became fully apparent during those operations. After 2011, US attention has been shifted to Asia. This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support. |
The Operating Environment and Selected Functionalities of Intelligence Support in the Czech Armed Forces - Opportunities and ChallengesReviewed - ResearchPetr Hlavizna, Radovan Vašíček, Daniele BrugioniVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 155-170 | DOI: 10.3849/2336-2995.32.2023.04.155-170 The article presents selected functionalities of intelligence support in the Czech Armed Forces, which are addressed in the context of opportunities and challenges of the future operating environment. Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go. |
Consequences of the Changes in Czechoslovakia in November 1989 for the Teaching of Social Sciences at Military Universities Using the Example of the Military University of the Ground Forces in VyškovReviewed - ResearchFrantišek HanzlíkVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 188-205 | DOI: 10.3849/2336-2995.32.2023.04.188-205 The article deals with the consequences of changes in society and the army after the "Velvet Revolution" in 1989 for teaching social sciences at military schools. The changes are illustrated by the example of the Military University of the Ground Forces in Vyškov, which trained most of the officers for the ground troops. The first part of the article shows the use of social science teaching at military schools to ideologically indoctrinate students in favour of the ruling Communist Party of Czechoslovakia before November 1989. The next part of the article deals with the reflection of changes in society and in the army after the abolition of the article on the leading role of the Communist Party of Czechoslovakia in the Constitution in the system of teaching social sciences, in their content and scope. The content of the article also shows individual milestones in the process of changes in the teaching of social sciences on the way from their use for communist indoctrination to the formation of democratic army officers. |
Some Legal Aspects of Western Military Aid to UkraineReviewed - ReviewMartin TomaštíkVojenské rozhledy / Czech Military Review Nr. 3/2023, Vol. XXXII. (LXIV.): 3-18 | DOI: 10.3849/2336-2995.32.2023.03.003-018 The article deals with the some legal aspects of Western military aid to Ukraine. The following part is devoted to individual perspectives of different branches of international law on military aid to Ukraine - the law of neutrality, ius ad bellum, ius in bello, issues of co-belligerency and state responsibility for complicity in internationally illegal actions. The conclusion summarizes the findings and gives an answer to the question why Western aid to Ukraine mostly does not violate the norms of international law. |
Update on the United States Nuclear Strategy: from NPR 2018 to NPR 2022Reviewed - ResearchAdam PotočňákVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 3-22 | DOI: 10.3849/2336-2995.32.2023.02.003-022 The article follows the author's comparative analysis of American and Russian nuclear doctrines and armaments from the fall of 2021. It presents the current nuclear strategy of the United States of America based on a content analysis of three specific areas of the updated version of the Nuclear Posture Review. Applying interpretive analysis and a rich secondary sources apparatus, the author also reflects on his 2021-formulated assumptions and expectations about the further development of American nuclear strategy under President Joe Biden. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles. |
A Special Military Operation in the Context of Russia's InterpretationReviewed - ReviewJaroslav Galba, Ján SpišákVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 50-68 | DOI: 10.3849/2336-2995.32.2023.01.050-068 The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |
Possibilities of Developing Medical Support Capabilities in the Area of Chemical, Biological Radiological and Nuclear DefenceReviewed - ReviewAleš Tichý, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117 The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network. |
Innovative view of the methodical process of facing disinformationReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 23-36 | DOI: 10.3849/2336-2995.31.2022.04.023-036 The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

It offers a methodological framework for solving the armed forces capability optimization problem by implementing modeling, simulation and operations research tools and theories. |
Current Approaches of the Czech Republic, the EU and NATO to Hybrid ThreatsReviewed - ResearchMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 3-16 | DOI: 10.3849/2336-2995.31.2022.02.003-016 The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists. |
Cognitive Hierarchy and IntelligenceReviewed - ReviewJozef Vojtek, Josef Říha, Miroslav ŠuhajVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 88-105 | DOI: 10.3849/2336-2995.31.2022.02.088-105 The article deals with the issue of the cognitive pyramid and the possible use of intelligence analysis in the context of gaining the understanding and wisdom of users of information using this pyramid. The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model. |
Current Nuclear Strategies and Arsenals of the United States of America and the Russian FederationReviewed - ReviewAdam PotočňákVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 23-44 | DOI: 10.3849/2336-2995.30.2021.04.023-044 The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022. |
Horizon 2030: The Risk-Laden Future of Global SecurityReviewed - ReviewPhDr. Miloš Balabán, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. The conclusions offer the author's own interpretation of certain development trajectories, based on his earlier published monographs, studies and articles. |
Weapon System Acquisition Process Utilizing Design Simulation as Decision SupportReviewedJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 37-50 | DOI: 10.3849/2336-2995.33.2024.04.037-050 The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |

Internal Conflicts in Works of Thucydides and MachiavelliReviewed - ReviewJakub ŠedoVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 85-101 | DOI: 10.3849/2336-2995.29.2020.01.085-101 Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate. |
The Siege of Marawi, the impulse to change the capabilities of the Philippine armed forcesReviewed - ReviewLibor KutějVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |
Assessment of a Model of Competency to Lead Others for the Graduates of the Faculty of Military Leadership Working in the Armed Forces of the Czech RepublicReviewed - ReviewAndrea Brichová, Petr VeselíkVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 38-49 | DOI: 10.3849/2336-2995.28.2019.02.038-049 The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |
