The assessment of force ratios and battle casualties is a crucial aspect of the military decision-making process. This article evaluates three different tools used by the Army of the Czech Republic at the tactical level: a calculator based on Lanchester's laws, a module within the Battle Information System, and a constructive simulation system. The results indicate that while all tools produce similar outputs, the constructive simulation system offers more accurate estimates of combat losses for both equipment and personnel. Additionally, this system enhances the ability of commanders and staff to adapt to changing scenarios during planning. The primary conclusion is that the constructive simulation system provides a practical and flexible solution for supporting the military decision-making process at the brigade and battalion levels.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

Does Graduate Education of Military Professionals Need a Reform?

Opinions, controversy

Brig. gen. Ing. Jaromír Zůna, MSc., pplk. Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 72-83

The article sums up the evolution of the Czech officers' qualification structure since the start of downsizing in 1990 and provides an outlook beyond 2010. At the early 90's graduate education used to be only for officers. A total of 65 % were holding university degrees. Today this number reaches 98 %, with 3 % holding Ph.D. or CSc. degrees. There is also an increase in numbers of WOs with graduate education, it is 4 %, despite the fact that such qualification is not necessary for them. Authors discuss this evolution and compare it with the ageing of the Czech population and overall academic education system. The gradual decrease of people aged 20-24 till 2020 is an important challenge to reforming recruitment and education of junior officers. The reform is needed to avoid deficits in quality junior officers and consequently the lack of personnel selection for military education at the University of Defence.

Active Reserve of the Armed Forces of the Czech Republic

Military art

Mjr. Ing. Bohuslav Vlček

Vojenské rozhledy / Czech Military Review Nr. 4/2007, Vol. XVI. (XLVIII.): 67-73

The Active Reserve is part of the Reserves of the ACR and is formed according to provisions of the Czech Code of Law No. 585/2004, 220/1999 and regulations enumerated in this article. In 2005 the term "active reserve" was legally established. The numbers of soldiers was stabilized, in 2007, between 1087 to 1092 soldiers. Manning is the most successful in armour company (main battle tanks), where the numbers are met nearly by 100 per cent. The same is true about Recce Comp or MP units. There are differences among individual regions (Regional Military Commands) and military occupations: some units have zero increase in numbers. The author recommends concentrating more on younger age groups. Older age-groups should be used for more specialized activities, occupations, and proposes to analyze behaviour of those soldiers who finished active or reserve services, in case they would be call up under a state of emergency, as it might be very helpful for further development of the Active Reserve.

Vojenské rozhledy / Czech Military Review Nr. 3/2007, Vol. XVI. (XLVIII.): 167-172

An Amendment to the Environmental Policy of Czech Defence Department in 2007-2010 by Capt. Ing. David (Col. ret.) This short information is based upon articles widely published in 2005-06 in Western military magazines and newspapers. After September 11, 2001, NATO member states are discussing the deployment of nuclear weapons at non-strategical level. Among others, this is embarrassed by the Russian attitude and general demands of some European NATO nations to update Alliance strategy. What does it mean? There are voices to Řehák, Ph.D., Col. Prof. Ing. Aleš Komár, CSc. This proposal reflects challenges resulting from the professional assessment of departmental environmental policy. It is divided into three parts: (i) command and control; (ii) established practice; (iii) communication and education. The solution doesn't lie in the utilization of refuse, disposal of dangerous waste, passive environmental protection, but in earth-friendly attitude towards environment, active measures for damages prevention even during commanders' decision-making process. The basic principle rests on sustainable growth, backed by harmonization of economical, environmental and social aspects. Proposed environmental policy originates from State Environmental Principles and Czech membership in NATO alliance.

The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality.

Military spending is a widely discussed topic, especially in the current geopolitical landscape. Expenditures on "equipment" play a pivotal role in total defense spending.. However, the nature of the equipment expenditures is cumulative. Thus, when trying to estimate the capability of a state we should consider a longer period, not just one year. The aim of this article is, therefore, to offer (i) an exploratory analysis of the cumulative equipment expenditures of NATO countries between 2014-2023 and (ii) to verify - by using OLS multivariate regression - the extent to which the GDP per capita primarily drives these expenditures (adjusted per soldier), the share of defense spending from the GDP, or by the fraction of defense spending that goes specifically to equipment. The results show that the GDP per capita is by far the most powerful predictor.

In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition.

Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards.

The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter.

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation.
