The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |

Now we have a chance to introduce the live theory of quality management [1] into this specific and frequented military problem. The article is a polemic consideration over possibilities of introducing capabilities management into command and control capabilities system in armed forces. |

Libor Kirsch, JUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 168-181 The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |
The Accession of the Czech Republic to NATO: On the American RoadOpinions, controversyMgr. Jakub Kašík, Bc. Tomáš KučeraVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 124-128 The Europeans would like to preserve an irreplaceable role of Americans in European security problems. On the other hand, NATO represents for the US a political and military means for American involvement in this region. The whole project of North Atlantic cooperation was drawn according to US demands, not to the contrary. So was the NATO transformation after the Cold War. For the Czech Republic is the bonding with the US the security priority number one. First, we joined the Partnership for Peace, as a primary step, previous to full membership in the Alliance. During wars in the former Yugoslavia in April 1992, we proved our loyalty by sending a joint Czechoslovak battalion for UNPROFOR operation with a total of 500 personnel. At present we've been sending our soldiers abroad to help peace effort of democratic nations headed by the US to stabilize security environment in the frame of international organizations, the UN, OSCE, etc. |

Employing CALS in Acquisition Process of the ACRMilitary professionalIng. Petra ButorováVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 141-148 Computer-Aided Logistic Support (CALS) appeared for the first time in 1984 in a common study of US government and American defence industry. The study recommended using technical data in digital form. Further it was changed into Computer-Aided Acquisition and Logistic Support and in 1994 the acronym CALS was changed into Continuous Acquisition and Life-Cycle Support. At present we interpret CALS as the support to all automatized processes with fully digitalized data processing. Among its important tools belong LCC (Life-Cycle Costs) and risk management. It is a vast standardization strategy, covering the whole life cycle, via acquisition process, its support, innovation and product disposal. CALS is supposed to make acquisition procedures in the ACR more effective. |
Non-Western Actors of Global SecurityBook reviewVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 196-197 The world is changing, new centres of global development have come into being. BRIC stands for Brazil, Russia, India and China that have formed a bloc to challenge US dominance. The acronym BRIC was coined in 2001 by an analyst for Goldman Sachs bank who argued that, by 2050, the combined economies of the BRIC countries would eclipse the combined economies of the current richest countries. This new power politics is reflected by the team of authors Miloš Balabán and Antonín Rašek in a book mentioned above and therefore apart form the BRICK attention is paid to the Unites States and the EU respectively. The main purpose of their analysis is to predict prospective trends in global governance, they lay down four hypothetical scenarios of possible world's development. |

The author discusses the changes on both the customer and request sides and their changes caused by a recent transition of KFOR to the "Deterrent Presence" operations. Our soldiers work in leading positions and specialist occupations. Since 2003 the Geographical Service (GeoSl) has been regularly occupying geographical posts at KFOR Command Pristina. Risk Management in the Food Service OperationMilitary professionalProf. Ing. Aleš Komár, CSc., Ing. Boris Šroll, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 133-148 The aim of this work was to make an analysis of current state of catering services in the forces, to define risks of possible harms, damages, losses, or another prospective disasters, in order to propose a systematic approach to the risk management. Identified risks are being completely analysed. Author's team drafted a risks catalogue to make their identification easier. Among others, upon this analysis, they compiled the chart of risks in catering process within the section of the Ministry of Defence of the Czech Republic. A user manual for monitoring and risk control was created, so that we can adopt suitable procurement measures for avoiding or minimizing risks, their occurrences, eventually lowering unwanted results generated by the above mentioned analysed risks. |
Human Capital Theory and Problem of Optimisation of Labour Cost in Armed ForcesReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 45-50 Human capital refers to the stock of skills and knowledge embodied in the ability to perform labor so as to produce economic value. The article deals with a practical application of this theory into armed forces. The core of its application is wage motivation of a soldier to leave military service if his/her salary is not increasing. The problem is explained by comparison between the age structure of UK Army and Czech Armed Forces. The age structure of UK Army is shaped by the career scheme selecting majority of soldiers out of service before their age of 40. By way of this selection, labour cost is automatically optimised. It is a proof of impact of human capital theory on armed forces that is usually ignored in Czech Forces. The author hopes that poor economic situation in our country ironically helps to optimise Czech army structure. |
The Czech Dilemma: Integration of National Security System and Transformation of Operational Capabilities of National Professional Security StructuresReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 50-60 The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |

(LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

NATO Defence Planning Process in (Permanent) TransitionReviewed - ReviewPhDr. Jan StejskalVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 71-80 | DOI: 10.3849/2336-2995.22.2013.04.071-080 NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

Rational Start Lies in a Critical Self-ReflectionNonreviewed - OtherPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |
Alternative Changes in Army AccoutrementsNonreviewed - Reviewkpt. Ing. Michal ZelenákVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 193-200 The article presents some prospective variants of accoutrements supply for professional soldiers. The system might operate like that: the soldiers will receive cash money to buy equipment, outfits, even clothing by themselves, in civilian outfit distribution network. There are three possible variants in question, first equivalent items, identical with military categories of components, second sports items, and third field outfits that do not affect the functionality of uniform, its completeness, as well as external appearance. |
