Strategic Documents of the Czech Republic and Ministry of Defence Acquisitions

Ing. Antonín Novotný, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 21-32 | DOI: 10.3849/2336-2995.25.2016.03.021-032

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

Reflections over the Transformation of Czech Army

Nonreviewed

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 29-37

The basic question of Army transformation was the fact that it was not constituted upon the statehood principle that gives precedence to politicking individual parties. The ultimate goal of this transformation was to build forces loyal to democratic republic, but during the last ten years the top personnel at the Ministry of Defence changed several times, leaving the Army with restricted means, without precise laid down tasks and goals. Uncontrolled interventions into forces structure, reducing numbers of military personnel, lead to balance on the verge of collapse. The basic goal to develop Czech national security and defence policies did not fell short. Army was transforming itself, initially under the management of former generals and later under civilian control, especially after 1991. The division of the armed forces after the split-up of the state at the turn of 1992 went very smoothly, with good discipline. The transformation has been influenced above all by the newly adopted legislation, accession to NATO and to the European Union, participation in missions abroad and professionalization of the Czech armed forces. The whole process has been facilitated by the acceptance and implementation of a broader concept of security.

This article presents the first systematic analysis of cognitive resilience education within the Czech Ministry of Defence, which is growing in importance in the context of contemporary hybrid threats. Through methodological triangulation (document analysis, questionnaires, interviews), the research maps the coverage of relevant topics across all levels of formal military education. The SWOT analysis reveals both existing foundations for cognitive resilience development and the absence of a systematic approach to this issue. The results highlight three main challenges for transforming the educational system: systematisation of the approach, personnel resources, and infrastructure modernisation. The study establishes an empirical basis for strategic recommendations to strengthen military personnel resilience against information and psychological operations.

The article deals with the possibilities of protecting the outer perimeter of static military facilities using ground-based unmanned systems that can complement the already existing protective elements. The conclusions reached and theoretical assumptions were experimentally verified in the field during the protection of a small base, using UGS Taros Furbo and Tactical Decision Support System calculations. The protection routes calculated by the system were then practically implemented by dismounted patrols and autonomous UGS Taros Furbo, focusing on terrain traversability and time of overcoming. The main objective of the paper is to present to the military public the current possibilities of deploying UGS Taros Furbo in the protection of static military facilities such as command posts or bases. Their use can significantly reduce the requirements for the deployment of dismounted patrols to protect the outer perimeter.

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.

From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse.

There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. The language training within the Ministry of Defence [MoD] of the Czech Republic is primarily focused on English. However, in accordance with the Concept of Personnel Training for the Needs of the MoD, the MoD provides language training in other foreign languages as well. The language teaching is the responsibility of the Language Centre of the University of Defence Brno [CJV UO] and includes English, French, German and Russian. The aim of this article is to compare the activities of the CJV UO with similar language centres in the defence departments of Germany, Austria and France and to present the teaching of French, German and Russian within the MoD through examples of good practice. In the context of the current geopolitical situation, the teaching of French, German and Russian becomes more important, and the CJV UO responds flexibly to the demands of the MoD regarding the provision of the teaching of these languages including professional language and electronic teaching support.

The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis.

The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level.

One of most important tasks of the Army of the Czech Republic is the preparation for country defence, be prepared to defend the republic against attacks from outside, with the use of Allied defence system. The core of manning in time of danger or war is recruitment of all people coming under compulsory conscription and those with the duty of extra service. Even though the compulsory military service (national service) was abolished in 2004 and the ACR became fully professionalized, Czech population is obliged to conscription/draft. All men/women over the age of 18 till 60 could be conscripted. The difference is that this legal obligation is realized only after the government has proclaimed the state of danger or declares war. This selection, namely the activities of recruiting boards, must be prepared well ahead, in time of peace, in cooperation with municipal authorities, state and regional administration. The author also deals with ?extra service?, which might come into existence in case we are short of conscripts.

Vojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 97-102

From the point of history, at present, there is a turn in the deployment of the Czech army. The turning point lies in philosophy change concerning security and defence of our country, as well as in army build-up by itself. In the past, our armed forces used to be semi-professional army, i.e. the core of forces was formed by professional soldiers (officers, NCOs), supplemented by conscripts. In time of peace, all males were prepared and trained during their compulsory military service, after that they were trained as compulsory reserves. In war they could be immediately deployed in war organization. This deployment was planned well ahead, so was its logistical support. Upon examples the USA and Germany the author explains weak points of present organization, which-according to him-constitute a danger for wartime deployment of the ACR. The problem is in questions of mobilization, as volunteer soldiers represent only 0.6 per cent of respective population.

This study aimed to explore the media’s perception of the military and militant activities, focusing on journalists’ professional conduct and their commitment to the national cause. In-depth interviews were conducted with Pakistani journalists reporting from conflict zones. The findings suggest that Pakistan is engaged in a war on terror and that the media plays a key role in glorifying the security forces in their fight against militants who challenge the authority of the state. Journalists expressed the view that the government and military should take realistic measures to combat this threat. While journalists described militants as terrorists, they also noted that their professionalism is often influenced by patriotism and a national duty to serve the country. However, objectivity remained a key element of their reporting. The media, considered the fourth pillar of the state, should have the necessary freedom to report on conflicts. At the same time, self-censorship was considered necessary to prevent content that could lead to radicalization.
