The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

Successful protection against Weapons of Mass Destruction and Toxic Industrial Materials is a permanent and current challenge for the Czech Armed Forces Chemical Corps units and formations. Technical and technological improvements of the equipment and material as a result of defence development projects mostly contributed to enhancement of operational capabilities. In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015.

Managerial economics is a branch of economy science which constitutes the introduction of economy theories and methods into the practice of management control. The principles of managerial economics can be applied even to non-business and nonprofit organizations. The author introduces recently released "Managerial Economics in the Army of the Czech Republic" (Defence University Brno). Proposed issues of economic control and functionality of system offer both immediate and long-term economical effects

The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia's security policy circumstances.

The paper presents selected knowledge and findings of the sociological survey, which was focused on identifying the needs and problems of modern war veterans leaving the military service in 2018. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers' problems and needs, especially before leaving military service.

This essay describes management system as a factor that can increase effectiveness in defence sector. The author depicts relationship among new public management reforms, public expenditure reforms and defence sector management reform. The reform of defence sector in the Czech Republic is characterized as introducing new management tools. Author explains their inner substance and importance; draws our attention to the difficulty of its first implementation. He underlines some of the factors which shape their successful implementation into Czech armed forces.

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs.

The article deals with the consequences of changes in society and the army after the "Velvet Revolution" in 1989 for teaching social sciences at military schools. The changes are illustrated by the example of the Military University of the Ground Forces in Vyškov, which trained most of the officers for the ground troops. The first part of the article shows the use of social science teaching at military schools to ideologically indoctrinate students in favour of the ruling Communist Party of Czechoslovakia before November 1989. The next part of the article deals with the reflection of changes in society and in the army after the abolition of the article on the leading role of the Communist Party of Czechoslovakia in the Constitution in the system of teaching social sciences, in their content and scope. The content of the article also shows individual milestones in the process of changes in the teaching of social sciences on the way from their use for communist indoctrination to the formation of democratic army officers.

The aim of the article is to make the general public acquainted with a new view of the state service issue and to offer the author´s observations and conclusions relating to state service issues. The article briefly explains the public service and defines the relationship between the public service and the state service. It describes the organization of the state service and the entities of service relationships in the Czech Republic. It deals with the employment relationship - its origin, non acceptance for employment relationship and its termination. It presents important milestones of the employment relationship, such as an oath of service, a clerical exam and a service evaluation. It characterizes the state service within the Ministry of Defence, clarifies the role and responsibilities of the Secretary of State within the Ministry of Defence, state employees and other categories of the staff in the service office.

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

The outcomes of battles and fighting are significantly influenced by weather conditions. Together with other important circumstances they decide a chosen combat strategy, operational art, warfare tactics, and ways of personnel and vehicles deployment; consequently the volume of losses or casualties. The authors recount the establishing of weather service within individual arms, creating fi rst weather charts, they give details on situation in pre-war republic, during WWII, in the 50s, even after the Velvet Revolution in 1989. They mention the names of eminent personalities of Czech Hydrometeorological Service to be honoured and remembered. We must also remind that our Hydrometeorological Service works not only in favour of the ACR, but also for other NATO countries.

The article deals with the comparison of refunds of non-material damage in public and private area. In the public area is analyzed legal regulation on health injuries in service relations, in private area is discussed legal regulation on health injuries in civil law and labour law. Particular attention will be focused on the transfer of compensation in the event of injury to the heirs - while in service relationships, such claims are extinguished by death (not transferred on the heirs), which was taken over from the 1960s legislation, in current private law, do not cease if they have been recognized or at least brought in court. The aim of the paper is a critical analysis for the current state of legal regulation and the proposals de lege ferenda (approximation to labour law regulation). The issue has increased importance for public finances and functioning of public sector and enforcement of the rule of law.

The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended?

Cognitive warfare is a new phenomenon that differs from any forms of action previously used in the information space aiming to affect the thinking of target groups. The main difference consists in the targeted and sophisticated use of scientific knowledge from neuroscience, with special attention on consciousness and perception of reality. This deeper understanding of how the human mind works has impacted distributed narratives and the choice of the most suitable technological platforms for their distribution to the target audience. This article presents a conceptual classification of cognitive warfare and defines its three core segments: neuroscience, technology and aspects of social science.

The article follows the author's comparative analysis of American and Russian nuclear doctrines and armaments from the fall of 2021. It presents the current nuclear strategy of the United States of America based on a content analysis of three specific areas of the updated version of the Nuclear Posture Review. Applying interpretive analysis and a rich secondary sources apparatus, the author also reflects on his 2021-formulated assumptions and expectations about the further development of American nuclear strategy under President Joe Biden. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles.

The article concerns the issue of arson attacks in Israel.The issue of terrorism in Israel is quite broad, given that it is a very common phenomenon here and Israel deals with terrorism on a daily basis. The paper therefore focuses on incendiary balloons, a weapon that repeatedly caused fires around the Gaza Strip between 2018-2023. It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage.

The personality of the seventh Czechoslovak president, army general Ludvík Svoboda, is well known to older generations, younger generations are aware of him because of the controversies of recent times. Although there are many biographies of Svoboda, they are mostly determined by the time of their creation and the effort to avoid naming the problems of the time.

The article focuses on the characteristics of forcible entries into objects and the term "breaching", which is often used interchangeably with this activity. The article further addresses the issue of fragments scattering when using a charge to overcome chain-link fences. The introductory chapter describes the execution of training in this field using the exercise facilities that are built for this purpose in military training areas. When conducting explosive forcible entry training, the safe distance for intervening teams and non-participants is determined using given formulas. The purpose of the simulation, mathematical calculations and experiment was to assess the extent to which fragments scattering occurs during explosive overcoming of these fences and whether the procedures used to determine the safe distance for non-participants are sufficient.

This article deals with one of the most explosive areas of the world today, which is the Near and Middle East (NMEA) and especially the territory of historical Palestine, where the Israeli-Palestinian conflict (IPC) has been going on for a long time. The text deals primarily with historical and military factors and is written as a historical explanatory analysis. It focuses on the most significant historical events and explains the ways of functioning and the consequences of the processes that have been taking place there for a long time.

The article is based on a study carried out as part of the Long-Term Organizational Development Plan project by the Center for Security and Military-Strategic Studies of the University of Defense entitled "Armed Conflict". As part of the study, the issue of strategic surprise was analyzed and assessed, the aim of which was to find causal mechanisms and connections between the security of state defense and the phenomenon of surprise in the conditions of the 21st century. The article deals with the issue of surprise and its impact on state defense security. It describes strategic surprise as a principled aspect with implications and impacts on state defense. It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking.

The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach.

The paper deals with the process of radicalization in the armed forces in Central Europe, with specific focus on the Czech Armed Forces and the Bundeswehr. The author conceptualizes radicalization as a recent security threat and explains the specifics of the use of this concept in the armed forces. The most important historical legacies are identified and the current development cases and trends are analyzed and compared, including the specifics of various streams of extremism. Possible recommendations how to counter radicalization are included in the paper.

The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.

Grey Rhino is a metaphor for security threat, which is unkept irrational for large extent also high probability of harmful effect on a subject of risk owner. Business continuity management system is assessed in a diagram as controlling instrument aimed at operational hazard mitigation of continuity disturbance of affected subject. A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. The measures are designed in crisis scenario for quality improvement of subject´s crisis readiness. An indicator of business risk continuity slip is defined. In a connection with war conflict on Ukraine is assessed if it is Grey Rhino manifestation.

The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence, The Czech Republic. Article assesses the development of Czech Defence policy in 2017 and first half of 2018. Authors analyse key change drivers in external environment (security threats, EU strategic autonomy, transatlantic link). In second step authors evaluate measures taken in political, military, administrative, economical and societal domain in response to key change drivers and highlight related risks to effective defence policy formulation and implementation.

Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents.

This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a  high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer.

Relations between a military and a civilian society belong to the core issue of civil-military studies. This article reflects main ideas and concepts used in theoretical and analytical literature, including seminar works by Samuel Huntington and Morris Janowitz. A military culture, military ethics and influence of new technologies, full-volunteer army and new missions on military culture are discussed. An abstract term "military" can change very significantly in accordance with actual military culture, perceptible to the fact how civilian society accepts military values. Therefore, not only size and equipment determine how particular armed forces look like. The author introduces the term Constabulary Force reflecting the idea that primary purpose of forces today are low-intensity conflicts and operations other than war.

The authors present the results of the research on the Lessons Learned process applied within the Ministry of Defence of the Czech Republic. The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education.
