The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

This text sets its aim in analyzing the current state of active reserve in the Czech republic. The function, current state along with future plans as envisioned in the Concept of Active reserve from the year 2012 and relevant public anouncements of certain military and ministry officials will be described first. The ammendment to the conscription act will be briefly introduced along with its effects on the function of Active reserve, its perspectives and on the requirements on the recruits. Then the possible issues that may arise during the implementation of reforms will be analyzed. These lay mainly in the personal level and training. Several possible solutions for these issues will be put forward.

The article deals with the development of the security system since the November 1989 events. Special attention is paid to the situation near the year 2005, when the last opportunity to update a comprehensive concept of security system occurred. The text deals with the comprehensive management of the security system issue. The authors of the article present key events and strategic documents forming the current shape of the Czech security system. In the final part of article, you can find the proposal of the strategic document management system within the security development system. Article results in the knowledge that the modern security system concept is still challenge for us.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

Some Difficulties of Correlation between Strategy and Operational Art

The article deals with correlation of strategy and operational art. The aim of the article is to point on deficit of relationship between political decision-making and military planning. The first part of the article simply introduces doctrinal tools of operational art, applicable at both the operational and strategic level. The second part refers to the fact that application of some standard elements of operational art in terms of overall strategic framework loses partly importance because of their use in the context of unconventional conflict has been less appropriate. The third part deals with criticism of the mutual undesirable separation of politicians and military professionals involved in operations planning. Conclusion of the article offers possible solutions of this deficit.

English is one of official NATO languages, therefore at the Defence University belongs among very important subjects. The Centre of Language Preparation took over ELT (English Language Teaching) in all faculties of Defence University, so did at FEM (Faculty of Economics and Management). This paper is dealing with students' proficiency monitoring in ELT and the factors that could influence their results during their language preparation. The authoresses have been monitoring bachelor programme students from the very beginning to the final university terminology exam in English language. The teachers' teams from particular faculties of the University of Defence observe in their research the students' progress for which the questionnaires data were used. The recommendations provide guidance for improving and making more uniform procedures for screening and entrance testing prospective students of the Defence University

This year, the Defence University published the book titled Risk Management, by Brig. Prof. Ing. Rudolf Urban, CSc., and Prof. Ing. Rudolf Božek, CSc., as a textbook offering comprehensive glance at topical questions of impending risks and responses to match them. Risks are in fact part of our everyday life, out aspiration must be not to create unnecessary risks, constituted risks as fast as possible eliminate. The authors give a definition of many terms, together with their English counterparts. Especially they draw our attention to terms used wrongly in newspapers or magazines. This reviewed monograph is of highest quality and the peer reviewer recommends it to all qualified readers, not only to those who are professionally interested in security problems. Security Forum '08 by PhDr. Antonín Rašek. In February 2008 the Security Forum took place in Slovakian city Banská Bystrica. The collection of 32 presented papers was issued by Matěj Bél University. This review summarizes main ideas of those papers, in a form of cross-section study. The reviewer finds most inspirative Maersheimer's neorealistic theory of stability, classifying bipolarity above multipolarity, which is reflected in consequent evaluation of security threats.

This article discusses political and military issue of Islamic State, since establishment of the anti­IS alliance in summer 2014 until March 2016 in Iraq and Syria. The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. The article presents possible approaches to solve problems of finding the optimum state of tactical activities within the level of small Engineer Units. The intention is, by elaborating of the partial engineer goal which is focussed on the area of engineer units' tactics, to develop input data/ information needed for further development of mathematical models of the tactical activities. Subsequently, with the judgement on modelling outputs (applicability within C2 activities of staffs' task force structures) from engineer unit tactics point of view, the article contributes to enhancing all of C2 processes effectiveness. The article also provides us with information about the range of facts relative with problems of selected engineer unit (counter-mobility task forces) deployment planning, and controlling. There can be also found inventory of activities appropriate for optimization.

This article deals with accrual accounting concept in the terms of the public sector, where-in this context-accrual accounting is understood as a basis of accounting under which transactions and other events are recognized when they occur, and not only when cash or its equivalents are received or paid. Therefore, the transactions and events are recorded in the accounting records and recognized in the financial statements of the periods to which they relate. At first, the article introduces briefly the history of accrual accounting concept implementation in the area of public sector. Secondly, it summarizes main possible benefits and risks connected with the implementation of accrual concept to the public sector accounting.

The following thesis focuses on the issues regarding deployment of medical forces within the shifting operational environment. It analyzes its development stages and considers their meaning and influence on current and forecasted developments of military health capabilities in the long run. The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. Such tool seems to be a key element for the harmonization of strategic objectives with long-term tactical activities.

Similar to the Czech Republic, all NATO nations have their own military territorial administrative authorities that both execute tasks of state administration and at the same time fulfil assignments of territory defence. Their overall numbers differ and mostly depend upon the fact whether the country has compulsory military service, alternatively military service is voluntary (professional army). Or as in the case of Greece, the scheme of Military Territorial Authorities is influenced by security situation in neighbouring areas. The author deals with Slovakia, Poland, Germany, Greece, and Spain. Those authorities have basic influence on recruitment, and manning, which is especially important in time of crisis, as the authorities have prepared manning system to increase numbers to prescribed volume.

The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found.

Islamist Territorially Anchored Violent Non-State Actor in the International System

Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia's annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine's eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

The article familiarizes readers with theoretical assumptions of planning and strategical decisionmaking in Defence Department and Czech armed forces. The author finds connections and similarities among others with public sector and civilian structures tied with budget spending. The strategical level of planning is a highly complicated and expert procedure. At present, planning process in defence department, within MoD sector, is specifi ed by the Order of Defence Minister No. 33, 2004. In this document, there are highly elaborated principles and rules of planning of activities and development implemented in defence sector. The article is based upon papers and reports presented at the Defence Sources Course, MIDMC 2001-06, Resources Management Institute, USA, held at the Military Academy Brno in 2001, and documents dealing with managerial problems.

Language Training within the MoD in the Context of the MoD Order 1/2007

The most frequent word in language preparation is successfulness. This term could be quantified, defined, examined from the point of growth or rating decrease. Our language preparation sticks to Defence Minister Order No 1/2007 (effective from September 2010) on language training. It abolished integrated language courses, teaching units for SLP 1, 2 were decreased. The author examines the situation before and after the publication of the said order and provides possible explanations of the current state, showing slow descent. He supports his explanations with empirical data gathered in foregoing years, through surveys, statistical analyses of test results, in-class observations, and oral feedback from course learners.
