(LVI.): 68-78 The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. Back to the Future: Counterfactuals and Scenarios in Defense Research and PlanningReviewed - ReviewRNDr. Jan Kofroň, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

Problems with the Translation of Military RanksInformational pagesPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 89-105 | DOI: 10.3849/2336-2995.21.2012.03.089-105 The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |
The Problems of Prevention of Socially Undesirable BehaviourNonreviewed - ReviewIng. Michael HrbataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |

A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
Priorities of Czech Army Logistics in Upcoming PeriodMilitary professionalProf. Ing. Petr Hajna, CSc., Ing. Jaroslav Linhart, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. The conception and vision of the Czech Armed Forces future, including its logistics, should be involved in the White Defence Paper. The specification of the targets and the abilities in bigger detail will is involved in the White Paper on Defence. |

The Creation of Lowest Army Rank CorpsMilitary professionalPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 114-118 Army personnel are ranked according to level, from the lowest (privates, sergeants, WOs) to the highest (officers, generals). A total of 80 per cent of professional soldiers, in lowest ranks, are hired at labour market. They form the core of our military personnel, so that they have to be properly taken care of. But in ours, we have still the mentality of mass armies of cold-war period. There have been professional armed forces in the Czech Republic for more than five years, nevertheless the question how to build up the other rank corps is still opened. This article deals with this problem and the method how to cope with the need to form more professionalized NCOs. Broadly speaking, it is the question of the quality overpassing the quantity. Author insists that the British model of NCO's career path should be easily applied into the Czech Armed Forces to get rid of the obsolete recruiting related more to a model of conscription forces. |
EU Battle Groups' Deployability in ESDP OperationsMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 31-58 Factors such as distance, destination, deployment demands, duration, represent key elements to determine logistics requirements. The EU BG concept necessitates considerable strategic air/sea lift and combat support capabilities, since EU battle groups are to be able to be deployed almost anywhere in the world, primarily in Africa. They have to deploy both troops and materiel simultaneously to its mission areas. Strategic airlift is the fastest way of deploying troops over long distance. The main challenge for the EU is therefore availability giant airplanes. A lack of suitable European transport crafts in EBalabáuropean airlift fleet is the Achilles heel to the EU BG Concept. The problem is that all aircraft available have only limited payload capacities and flying range. Although deploying by sea is more time consuming than deploying by air, EU member states have more ships available for strategic sea transport. The strict deployment deadline set down in the EU BG Concept means that ships and crews will have to be held at very high readiness. |
The Modelling of Technological Equipments of the Armed Forces of the Polish Republic (Theoretical Opening)Informational pagesBrig. gen. dr. Ing. Andrzej SzymonikVojenské rozhledy / Czech Military Review Nr. 3/2007, Vol. XVI. (XLVIII.): 108-113 The Polish armed forces (Wojsko Polskie) are continuously redeveloped. This article written by Brig. Szymonik, the head of Science and School Department at the Ministry of National Defence, deals with general aspects of this process. The problem concerns not only of the Polish military by itself, it covers even all Polish defence industries. After entering the Polish Republic into common world's market, Polish defence industries must adapt themselves into this competitive environment. It is being done with the use of several international agencies, WEAG (Western European Armaments Group), IPC (NATO Industrial Planning Committee), and EAA (European Armaments Agency). He is a supporter of higher military expenditures, as the necessary prerequisite for introducing modern technologies into both defence plants and Polish armed forces. |
