Combat Use of Light Infantry: Tactics with LMV IvecoReviewed - ReviewKarel ZetochaVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 85-105 | DOI: 10.3849/2336-2995.27.2018.01.85-106 Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance. |

Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO. |

The Development of Security Policy and Strategy of the Czech Republic 1990-2009ReviewedIng. Vladimír Karaffa, CSc., PhDr. Miloš Balabán Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 5-22 This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could. |
The Czech Dilemma: Integration of National Security System and Transformation of Operational Capabilities of National Professional Security StructuresReviewedPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 50-60 The security environment is permanently changing. A national set of risks has increased after joining the EU and NATO and EU enlargement. The Czech Republic is obligated to integrate national security capabilities into NATO and the EU. To fulfil its responsibility, the Czech Republic ought to use the capabilities-based planning for further transformation of national security sector. This NATO concept ought to be in use not only within the MoD, but also at other ministries tied or responsible for national security. The national security sector must be planed, programmed, budgeted and transformed like a body. The article deals with the problem of unifying security concepts across Czech public administration. The author points out that our operational capabilities are influenced among others by the lack of labour force at the Czech national labour market. |
The Rating of Aggregate Objectives Applied by Defence Management by Objectives: The Enlistment Goal CaseOpinions, controversyPplk. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 49-51 Management by objectives works very well only if there is a rating and evaluation system of objectives. To form such organization one is not easy, especially when using aggregate objectives, combining many partial objectives of various levels. This article deals with the problem how to rate and evaluate this kind of aggregate objectives. The problem is explained in the enlistment goal 2008 of the Czech Armed Forces, which sets the number of volunteers joining the Czech Armed Forces in 2008. The key role here is played by the suitable gauges steering a level (percentage) reached. Thus, recruiting reflects manning the Czech forces by professional personnel in a given period (calendar year). The author proposes to run recruitment for military schools separate from enlistment for the army, i.e. to conceive this recruitment only as a practical goal. |
Threat of Extremism from the Point of View of the Czech Armed ForcesMilitary sociologyDoc. JUDr. PhDr. Miroslav Mareš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 138-151 The paper deals with the assessment of extremism in connection with the Czech Armed Forces. It analyses attitudes of various forms of Czech domestic extremist movements to the military sphere and possible impacts of the infiltration of extremists into the army, namely in time of danger (training militant activities, including paramilitarism, subversion, espionage, etc). The most important problem of the contemporary Czech counter-extremist policy in this area is the rise of neo-Nazi activities in the armed forces and the establishing of extreme right paramilitary units which take interest in the engagement of soldiers. Even though these activities are limited in our country, the author offers overall survey various obscure organizations, having connections to foreign groups sponsoring their Czech counterparts. |
Fourth Generation Warfare Evolves, Fifth EmergesNonreviewed - OtherJ. NastoupilVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 15-23 The key fact is that changes in the political, economic, social, and technical spheres are making it possible for a small group bound together by a cause to use new technologies to challenge nation-states. 4GW (Fourth Generation Warfare) uses all the shifts from a mechanical to an information/electronic society to maximize the power of insurgency. Fifth-generation warfare (5GW) will result from the continued shift of political and social loyalties to causes rather than nations. It will be marked by the increasing power of smaller and smaller entities and the explosion of biotechnology. The purpose of this article is to widen the discussion on what forms 4GW may take and to offer a possible model for the next generation of war: 5GW. Adapted from Military Review, May-June 2007. |
Security, Threats, and Risk in the 21st CenturyNonreviewed - OtherVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 146-148 After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. Topical Reflections over Nations Bounded by International LawNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 3-7 | DOI: 10.3849/2336-2995.23.2014.02.003-007 Respecting rules of international laws is indispensable to guarantee a peace balance among forces of all states. It ought to be in their own interest. By and large, the flagrant breaking of those rules and acts of aggression correspond directly to the military power of individual states. Examples are abundant. This essay deals with the definition of aggression that was adopted by the United Nations General Assembly on December 14, 1974. |
Balkan Foreign FightersReviewed - ReviewVěra StojarováVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. Mental strain of foreign operations as viewed by Czech soldiersReviewed - ReviewAdéla Kunčová, Alena KajanováVojenské rozhledy / Czech Military Review Nr. 3/2018, Vol. XXVII. (LIX.): 141-153 | DOI: 10.3849/2336-2995.27.2018.03.141-153 The article deals with the mental strain, as subjectively perceived by Czech soldiers and their families in the course of and after return from international missions. The research part was processed based on nine in-depth interviews with soldiers with different experiences from foreign missions. The data were processed with the help of grounded theory. The results showed that the involvement in missions is mainly positively assessed, primarily thanks to professional development. The operations bring specific stressors; additionally to critical situations, there is primarily the stress related to separation from the family and the cabin fever. The soldiers cope with the stressors thanks to the contact with their families, thanks to a good team, leisure time activities and support from the chaplain or the psychologist. The duration of the adaptation stage after the mission varies very much. It includes problems with restoring contact with the children and adapting to routine life, as well as the envy of surrounding people, considered by the soldiers a "Czech particularity", caused by low positive publicity of the Czech army. |

Practical Questions and Answers to Problems of Conducting Operations in a Contaminated EnvironmentNonreviewed - OtherRadim ZahradníčekVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 79-97 When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. Methodologic Framework for Military Capability Assessment of Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.02.003-017 The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation. |
Financing of TerrorismReviewed - ReviewJosef Smolík, Veronika SvatošováVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. Analysis of NATO and EU Approaches to Capability Planning ProcessReviewed - ReviewIng. Zdeněk Petráš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2017, Vol. XXVI. (LVIII.): 3-21 | DOI: 10.3849/2336-2995.26.2017.01.003-021 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |
