Weapon System Acquisition Process Utilizing Design Simulation as Decision SupportReviewedJan Drozd, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 37-50 | DOI: 10.3849/2336-2995.33.2024.04.037-050 The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |
The Modern War Veteran: Identifying Needs, Problems and Risky FactorsReviewedMarcela Trávníčková, Jitka Laštovková, Benjamin Petruželka, Miroslav BartákVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 70-90 | DOI: 10.3849/2336-2995.33.2024.04.070-090 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |
Civil War in Myanmar. Causes, Actors, DevelopmentReviewedMiroslav NožinaVojenské rozhledy / Czech Military Review Nr. 4/2024, Vol. XXXIII. (LXV.): 91-104 | DOI: 10.3849/2336-2995.33.2024.04.091-104 The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription. |

The Third and Fourth Generation Tanks And Their Role In Modern WarfareReviewed - ReviewJan Kleiner, Matyáš Bajer, Natálie ZelinkováVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 50-66 | DOI: 10.3849/2336-2995.28.2019.02.050-066 Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward. |
NATO Support and Procurement Agency: a Powerful Instrument of Collaborative LogisticsReviewed - ResearchRadka Lopourová, Richard Funiok, Josef ProcházkaVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 44-61 | DOI: 10.3849/2336-2995.33.2024.03.044-061 The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition. |
Characteristics of Forcible Entries into Objects and an Experimental Assessment of the Potential Impact of Fragments Scattering on Training Safety when Using Fence ChargeReviewed - ResearchOta Rolenec, Pavel Maňas, Tibor PalasiewiczVojenské rozhledy / Czech Military Review Nr. 2/2024, Vol. XXXIII. (LXV.): 147-166 | DOI: 10.3849/2336-2995.33.2024.02.147-166 The article focuses on the characteristics of forcible entries into objects and the term "breaching", which is often used interchangeably with this activity. The article further addresses the issue of fragments scattering when using a charge to overcome chain-link fences. The introductory chapter describes the execution of training in this field using the exercise facilities that are built for this purpose in military training areas. When conducting explosive forcible entry training, the safe distance for intervening teams and non-participants is determined using given formulas. The purpose of the simulation, mathematical calculations and experiment was to assess the extent to which fragments scattering occurs during explosive overcoming of these fences and whether the procedures used to determine the safe distance for non-participants are sufficient. |
Testing of Pilots Abilities on Flight SimulatorsReviewed - ResearchRudolf JaloveckýVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 127-144 | DOI: 10.3849/2336-2995.33.2024.01.127-144 The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions. |

It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking. |
Does the government's defence funding bill really only create an unenforceable political commitment?Reviewed - ReviewJan KudrnaVojenské rozhledy / Czech Military Review Nr. 2/2023, Vol. XXXII. (LXIV.): 23-34 | DOI: 10.3849/2336-2995.32.2023.02.023-034 The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality. |

The Path to Bucha: Organisational Practices of the Russian Army and Violence against NoncombatantsReviewed - ReviewTomáš KučeraVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |
The use of NATO Evaluation Tools for the Assessment of the Czech Land and Air Forces PreparednessReviewed - ReviewPetr Slíva, Tomáš ŠpokVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 17-33 | DOI: 10.3849/2336-2995.31.2022.02.017-033 The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |
Material assets of the mobilization of Armed forces of the Czech Republic at the beginning of the 21st centuryReviewed - ReviewPetr DosoudilVojenské rozhledy / Czech Military Review Nr. 1/2022, Vol. XXXI. (LXIII.): 71-91 | DOI: 10.3849/2336-2995.31.2022.01.071-091 This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level. |

Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
Demobilisation of the Colombian Guerillas: FARC-EP and ELNReviewed - ReviewPavlína Bláhová, Malvína Krausz HladkáVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 85-97 | DOI: 10.3849/2336-2995.28.2019.01.085-097 Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor. |

Illegal Use of Child Soldiers - a Neglected Question in the Preparation of Professional SoldiersReviewed - ReviewJana BurešováVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 55-67 | DOI: 10.3849/2336-2995.26.2017.04.055-068 Use of child soldiers by rebel armed forces has been growing in recent years. In comparison to preceding conflicts, main reasons for their use have changed significantly - at the present time, children have become highly efficient psychological weapon in battles against the military from developed countries. This may have momentous consequences not only for the given children but also for professional soldiers. Fighting against child soldiers can indisputably affect the soldiers' capability to discharge their duties. Furthermore, they have to cope with many individual moral dilemmas. The article will look into potential moral aspects regarding confrontation between child soldiers and members of professional armed forces. In the following section, training of professional soldiers and preparation of military mission will be explored. Subsequently, weaknesses which are crucial to forestall in the future will be outlined. |
Analysis of Taiwan Guerilla Potential - A Real Possibility or a Naive Notion?Reviewed - ReviewRichard OubělickýVojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 35-49 | DOI: 10.3849/2336-2995.32.2023.01.035-049 Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential. |
