Vojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 125-141

This article analyzes strategic engagement of the Russian Federation and the United States of America in the South Caucasus in four phases of development from the end of the Cold War until present day. The first phase covers early nineties, the second is from mid-nineties to 2003, the third from 2004 to 2008 and the fourth from 2009 to 2016/2017. There are three key trends during the examined period. First, Russia has permanent strategic interests in the South Caucasus due to maintaining its own state security and securing the position of the most prominent external actor in the region. Second, Russia's weakness and active engagement of the US/NATO are barriers to realizing Russia's state interests. Third, the South Caucasus is strategically more significant to Russia than the US/NATO.

In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s.

Vojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 138-152

Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises.

The Internet as a Tool of "Sacred War"

Informational pages

Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 81-84

It is said that at present, all means and knowledge necessary for any terrorist attacks are aviable on Internet network. Islamists regard Internet as a university of a special sort, without territorial boundaries, suitable for schooling and preparation of "sacred war". Internet users are decentralized, which is suitable for guerrilla fighters. By studying Qur?an (Koran), people are opened to indoctrination with global jihad. The Qur'an states that those who die in this type of jihad automatically become martyrs of the faith and are awarded a special place in heaven. Islamic law alleges that all nations 174 must surrender to Islamic rule. Indoctrinated terrorists could be and are united in their beliefs via electronic Internet pages, anywhere in the world, into one global cyber space. Electronic jihadists use notebooks and small electronic cameras to view and study suicide bomb attacks. The fight against such threat is endless, marked only by partial victories. This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

Vojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 44-60 | DOI: 10.3849/1210-3292.25.2016.01.044-060

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP.
