The article emphasizes the importance of the phenomenon of leadership as a major factor in the management of human resources and security in human societies. The exposition goes through the various leadership theories that have existed to date. The research methodology includes etymological analysis, historical analysis, content analysis, the methods of induction and deduction, reveals logical connections and dependencies between related and similar concepts and phenomena. |

(LXIII.): 37-49 | DOI: 10.3849/2336-2995.31.2022.04.037-049 The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |

The changing military environment and demands on army readiness bring new questions and perspectives to leadership. Leaders now face constant changes and specifications of the new modern era. Concerning these changes and transformations in society and the Army, there are new demands on soldiers and leaders at all levels of the Army of the Czech Republic. This paper provides insight and muse about both transactional and transformational leadership styles and investigates an approach to these styles by Czech military students. This paper aims to identify what leadership style Czech military students prefer at the University of Defence. This research focused on evaluating the personal characteristics required for a leadership position. To verify the relevance of the gained results, we employed paired t-test. |

This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |

(LVI.): 190-201 Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |
The Security-Development Nexus in Practice: Lessons Learned from the US Provincial Reconstruction Team in Panjshir in AfghanistanReviewed - ReviewZdeněk RodVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 105-126 | DOI: 10.3849/2336-2995.33.2024.01.105-126 The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain. |

(LX.): 20-37 | DOI: 10.3849/2336-2995.28.2019.02.020-037 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |

The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |

(LI.): 135-140 The author summarises most common and repeated mistakes of graduated officers after leaving military schools. Junior officers are practically in the same position as young manager in civil life, so we can find some analogies in civil managerial leadership. Civil manager face practically the same problems and situations. There are various mistakes that junior officers ought to be warned. Such educational instructions and leadership should be implemented into military schools' curricula. Backed by a vast amount of studied literature, the author offers his own solution. He makes use of five myths by Linda Hill, professor at Harvard Business School. The problem is to avoid extreme leadership styles: dictatorlike and benevolent ones. |

Enhancing Decision-Making Resilience through Mission Command. Intended as a framework of analysis, it describes the ways in which the involved parties manage warfighting from the perspective of practicing mission command as a method to enhance military effectiveness. (LXV.): 3-17 | DOI: 10.3849/2336-2995.33.2024.02.003-017 The article deals with Turkey's trust in the USA as its most important ally in NATO. Semi-structured interviews with Turkish academics and international relations experts during field research identified three main areas of Turkish mistrust in the USA - the Cyprus question, USA support for the PYD/YPG in Syria, and USA intervention in Turkish politics. The research results presented in the causal network show that the main cause of Turkish mistrust towards the USA is the factors leading to the phenomenon of fear of abandonment. That causes Turkey's increased need for independence from strategic partners and the subsequent increase in the application of a balance policy. The study concludes that one of the main reasons for Turkey's current attitude towards NATO is the need to ensure its security, and this need stems from Turkey's mistrust of the USA. |

The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |

(LXVI.): 85-103 | DOI: 10.3849/2336-2995.34.2025.01.085-103 The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation. |

Challenges of the Tactical Leader in the Context of Multinational Military Operations ProcessReviewedRobert-Marian AlixandrescuVojenské rozhledy / Czech Military Review Nr. 1/2025, Vol. XXXIV. (LXVI.): 104-119 | DOI: 10.3849/2336-2995.34.2025.01.104-119 This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational military operations. |

(LXV.): 3-20 | DOI: 10.3849/2336-2995.33.2024.01.003-020 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |

The article highlights challenges faced by military forces, particularly in the US, with significant equipment non-operable due to inefficient M&R. It emphasizes modernizing M&R through Predictive Maintenance (PM) and 3D Printing (AM). PM employs AI and data analytics for real-time monitoring and foreseeing malfunctions, signifying a strategic shift in M&R. AM significantly curtails downtime by enabling on-demand spare parts production, presenting a solution to traditional military M&R challenges. The article also underscores the economic advantages and potential for operational efficiency improvements through these technologies. However, it points out hurdles in implementing PM and AM, including high initial costs, lack of trained personnel, and the threat of counterfeit production in AM. |

The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |
Cognitive Warfare as a New Dimension of Security. (LXV.): 56-76 | DOI: 10.3849/2336-2995.33.2024.02.056-076 Most experts believe that urban operations will gain importance in the future, but even though we have sufficient examples and experience at hand, we still struggle with the development of the necessary skills and capabilities. The resulting gaps are a combination of different tasking and shrinking resources in the past decades, the difficulty of training for and a mere misunderstanding of the urban environment and harmful innovations - we seem to find ourselves always in the beginning. Fighting in isolated "prisms of responsibility" requires flexible task forces with all necessary enablers at hand and well-trained commanders exercising mission command and understanding their role, task, and the purpose of action. Mastering the urban environment on all three levels of movement is a very challenging task and requires focused attention on various aspects, inter-actor interaction and interdisciplinary research and development. The development of a methodology suitable for looking into the hidden aspects and contextualizing them with current activities and future developments is key to capability development. |

(LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117 The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network. |

The Bucharest Nine Part of NATO's Eastern Flank: an Analysis of Military Investment on EquipmentReviewed - ResearchVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 3/2024, Vol. XXXIII. (LXV.): 3-26 | DOI: 10.3849/2336-2995.33.2024.03.003-026 An important part of NATO's deterrence and defence role is its military presence in the eastern part of the Alliance's territory, represented by the Bucharest Nine (B9). The ability of this group to fulfil its strategic mission depends on the condition of the military equipment at its disposal. The number of pieces of military equipment and their combat capability are determined by the investment in military equipment. In the context of the pledge to spend at least 20 % of total defence expenditure on military equipment, it appears that between 2004 and 2022 there is a steep increase of defence investment gap, followed by a partial absorption of the investment gap after 2014. The investment gap is reflected in the volume and condition of military equipment. Rising spending in recent years is positively reflected in the increasing volume of acquisitions for new military equipment in all B9 countries. However, due to the delay, these investments are and will only be reflected in defence capabilities in the future. |
