The basic task of the post-1989 period was to formulate a security policy and a strategy ensuing from it. The strategy had to be based on a synthesis of the international policy concept, defence concept and internal security concept to ensure that defence would not be seen solely as the task of the army and the Ministry of Defence, but of the whole state and society-of every citizen. In this article his author evaluates some aspects of the armed forces transformation in process of adaptation. He assesses these changes with regard to approved strategic and conceptual documents that significantly determined this gradual transformation process. He identifies both same of its successes as well as failures. The study does not have a clearly analytical and evaluative character; rather it is a combination of factual information drawn from official sources, country's practical security policy as they appeared in contemporary Czech press, and opinions of the author.

Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3^rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward.

The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article.

The article follows the leading theme of the Czech Military Review No. 2/2013 dealing with the application White Paper on Defence 2011. Both authors are members of the Lifelong Learning Department, Defence University, Brno. Backed by long experiences in military professional education and training, they present their views on advantages and disadvantages of the current model of officers' professional preparation, particularly senior officers. The authors' aim is to arouse a constructive debate about the changes in the current model of senior officers' career education. Their views are based upon history examples and models of some selected NATO nations.

The paper deals with the process of radicalization in the armed forces in Central Europe, with specific focus on the Czech Armed Forces and the Bundeswehr. The author conceptualizes radicalization as a recent security threat and explains the specifics of the use of this concept in the armed forces. The most important historical legacies are identified and the current development cases and trends are analyzed and compared, including the specifics of various streams of extremism. Possible recommendations how to counter radicalization are included in the paper.

The authors present the results of the research on the Lessons Learned process applied within the Ministry of Defence of the Czech Republic. The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education.

One of the longest conflicts in Latin-American history ended in 2016 when then Colombian President Juan Manuel Santos signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest guerrilla movement in Colombia. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing.

Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion.

The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic.

The article polemize against the content of the article "Operational Art" that was published in the previous issue of this Czech Military Review, 3/2011. The polemics points out that the author of the criticized article applied doctrinally incorrect terminology, he did not respect the valid standards of the military terminology and is cross-indexing to the old Allied standards. Such articles should present new lessons from field theory and practice, which would contribute to the professional preparedness of the military personnel, and to the required interoperability with our coalition partners. But according to the authors, criticized article is rather misleading. Key words: operational art, operations, operational concept, center of gravity.

The thing that authors regard as most important and that needs attention before anything else is the modernization of logistics in the Czech armed forces, as well as within the whole Sector of Defence, as we are facing now the topical problem-decreasing amount of financial resources from defence budget. This decrease has been enforcing logistics to find new and non-traditional approaches and ways how to solve tasks related to material and technical support. This article is aimed at the description of undertaken measures in the performance of logistics tasks in 2011 and following years. The conception and vision of the Czech Armed Forces future, including its logistics, should be involved in the White Defence Paper. The specification of the targets and the abilities in bigger detail will is involved in the White Paper on Defence.

The editorial board of Vojenské rozhledy Journal presents an article by General Staff Colonel (plk. gšt.) Tomáš Novotný, currently the Chief of the Department of Strategic Planning (J-5) of the General Staff of the Armed Forces of the Slovak Republic. This article was published in HORYZONTY BEZPIECZEŃSTWA Nr 8 (3) 2017 and it is available online at http://www.prawo.uni.opole.pl/horyzonty_bezp/Nr_8(3)_2017.pdf. The article is very closely linked to the subject of the contribution published in Vojenské rozhledy 3/2019, entitled "Religious Extremism as a Cause of Armed Conflicts: Indicators and Early Warning Systems", and in a certain way it defines its theoretical foundations.
This article briefly describes and puts together conclusions of the Copenhagen Peace Research Institute' key publications, which were released within the transformation of the Security Studies at the turn of the millennium, with conclusions of the UN Human Security Concept that was successfully institutionalized in 2012. Afterwards, the "Copenhagen School" methodology was applied on the UN Human Security Concept to identify a set of human security challenges and threats, which have been - after analysis of their causal relationship - supplemented by a causal classification. Most security threats create a causal link with one or more other security threats. This fact implies that there is a possibility to create a causal model (mental, graphic, etc.) of any security threat to simulate or to predict the consequences and successfulness / efectivity of a suggested security solution (securitizating or de-securitizating). As a practical subject of a security threat causal analysis was used the model of processes on the way "from a state failure to a terrorism manifestation" adapted to contemporaty situation in the European Union.

This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use.

In the shadow of the profound transformation of the security environment, the long rejected idea of a multi-speed Europe in defence is taking shape. What is the Czech Republic's stance in this context? Is it ready to adapt and make defence one of the government's priorities, or will it only passively observe the events around it and at some point tolerate another intervention or occupation of another power? The article outlines several practical recommendations to the Czech Republic in the area of military capabilities, armaments, defence research, defence industry and market, which could provide guidance in this process.

The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements.

The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions.

The article deals with the possibility of using artillery fire with the multiple round simultaneous impact, for artillery weapon systems currently used in the Army of the Czech Republic. It aims to analyze the existing artillery procedures and then describe the possibilities, benefits and possible negatives of multiple rounds simultaneus impact fires. In the end, specific requirements are set that must be met for the effective use of fire with the simultaneous impact of missiles with currently used artillery weapon systems.

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

This review attempts to analyze in detail the specific roles and interests of the key players represented by Pakistan and India in Afghanistan. The focus of individual actors in the South Asian region was focused on identifying key objectives, defining specific national interests and strategies in Afghanistan. The aim of the article is to find out, analyze, interpret and understand information about the power relations of Pakistan and India in relation to the security situation in Afghanistan. The content focuses on the analysis of Pakistan-India relations and their intertwining in Afghan society. The aim is not to relate the content to a generalized theory or known theoretical paradigm of international relations, but to analyze the aspects of the Afghanistan in relation to Pakistan and India.

This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied.

The paper deals with the ministerial officials of the Czech Republic. Using large-N survey on the Czech ministerial officials and in-depth interviews with them, we are exploring the role of social scientific knowledge, which use ministry officials. Based on results of the empirical research are drawn comparative conclusions concerning the ministry of defence and other ministries.

Since the 1st release of an internal ministerial norm guiding planning processes of activities and development within the Czech Ministry of Defence (MOD) presuming existence of Capability Planning Methodology, this document has not been established. This article offers selected theoretical starting points and, on their basis, it outlines possible a ministerial process tree focused on the capability process as a ground for its definition within Czech MOD conditions. Further in a framework of an added value model proposes possible internal structure of above mentioned process down to sub-processes level with justification of their purpose and mutual links. Formulating mentioned attributes of the capability planning process this article makes a contribution to set up this process within the Czech MOD.

The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali.

The article is focused on operations of autonomous artillery weapon systems and possible requirements on survey units and their equipment. In the light of perspective purchase of artillery weapon systems it is necessary to analyze the character of operations of these systems and determine requirements on preparation of position areas. Goal of this article is to describe the character of autonomous artillery weapon systems operations in terms of functionality of individual components of navigation unit and based on this to set the requirements on survey units equipment. As the main method authors used method of scenarios where were as a scenarios determined individual variants of navigation system functionallity. Output of this article is determination of requirements on survey units equpment used for geting information about position coordinates and directions.

The article deals with approaches and tasks of education in the field of security and state defence of the Czech Republic. It is based on the legal framework and informs the professional public about the initiative and process of the Ministry of Defence of the Czech Republic and Ministry of Education, Youth and Sports of the Czech Republic in particular area. Preparation of citizens for state defence conception, which was approved by the resolution of the Government of the Czech Republic on the 1^st April 2019, reacts to results within the implementation of this Conception adopted in 2013 and reflects an unsatisfactory situation in its realization. It deals with new approaches and tasks of education in the field of security and state defence.
