Proliferation of weapons of mass destruction, danger of misusage of toxic materials, terrorism and other phenomena of current security environment are factors that lead to the development of capabilities of the Chemical Corps. The paper is looking at the problem of collecting evidence and forensic attribution of responsibility for hostile acts. This capability is required by the North Atlantic Treaty Organization and is supported by experience from military operations, which confirm the validity and significance of required changes. The article presents some recommendations that may lead to development of units that will contribute to the ability of collecting evidence and thus support forensics.

The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article.

An Amendment to the Environmental Policy of Czech Defence Department in 2007-2010 by Capt. Ing. David (Col. ret.) This short information is based upon articles widely published in 2005-06 in Western military magazines and newspapers. After September 11, 2001, NATO member states are discussing the deployment of nuclear weapons at non-strategical level. Among others, this is embarrassed by the Russian attitude and general demands of some European NATO nations to update Alliance strategy. What does it mean? There are voices to Řehák, Ph.D., Col. Prof. Ing. Aleš Komár, CSc. This proposal reflects challenges resulting from the professional assessment of departmental environmental policy. It is divided into three parts: (i) command and control; (ii) established practice; (iii) communication and education. The solution doesn't lie in the utilization of refuse, disposal of dangerous waste, passive environmental protection, but in earth-friendly attitude towards environment, active measures for damages prevention even during commanders' decision-making process. The basic principle rests on sustainable growth, backed by harmonization of economical, environmental and social aspects. Proposed environmental policy originates from State Environmental Principles and Czech membership in NATO alliance.

The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing.

The fundamental purpose of the nuclear forces that remain is political: to preserve peace and prevent coercion. The Alliance has taken far-reaching steps to adapt its overall policy and defence posture to the new security environment. NATO?s nuclear strategy and force posture were among the first areas to be reviewed. The Alliance?s 1999 Strategic Concept set forth the essential principles for the role and characteristics of NATO?s Nuclear Forces. This article provides an account of the most significant changes to NATO?s nuclear policy. As a first major step of relaxation, the readiness posture of dual-capable aircraft was greatly reduced, in 2002, the readiness requirements for these aircraft were further reduced and are now being measured in months. The author also writes about problems discussed at informal meeting of NATO defence ministers at Taormina, Italy, 2006.

Personnel Recovery intervenes to almost all areas of planning, preparation and implementation of military operations. One of the important areas of the personnel recovery system is the intelligence area. This article describes on the operational level the reasons and basic methods of intelligence support of Personnel Recovery during joint military operations. It introduces selected intelligence disciplines and explains the suitability of their use in the various Personnel Recovery phases. It also describes the intelligence activities related to post-reintegration phase and outlines the basic issues associated with the intelligence support of Personnel Recovery.

The article deals with the mental strain, as subjectively perceived by Czech soldiers and their families in the course of and after return from international missions. The research part was processed based on nine in-depth interviews with soldiers with different experiences from foreign missions. The data were processed with the help of grounded theory. The results showed that the involvement in missions is mainly positively assessed, primarily thanks to professional development. The operations bring specific stressors; additionally to critical situations, there is primarily the stress related to separation from the family and the cabin fever. The soldiers cope with the stressors thanks to the contact with their families, thanks to a good team, leisure time activities and support from the chaplain or the psychologist. The duration of the adaptation stage after the mission varies very much. It includes problems with restoring contact with the children and adapting to routine life, as well as the envy of surrounding people, considered by the soldiers a "Czech particularity", caused by low positive publicity of the Czech army.

The article deals with approaches and tasks of education in the field of security and state defence of the Czech Republic. It is based on the legal framework and informs the professional public about the initiative and process of the Ministry of Defence of the Czech Republic and Ministry of Education, Youth and Sports of the Czech Republic in particular area. Preparation of citizens for state defence conception, which was approved by the resolution of the Government of the Czech Republic on the 1^st April 2019, reacts to results within the implementation of this Conception adopted in 2013 and reflects an unsatisfactory situation in its realization. It deals with new approaches and tasks of education in the field of security and state defence.

The article deals with selected international treaties, current agreements and international cooperation initiatives in the field of non-proliferation of nuclear and chemical weapons, in which the Czech Republic is represented through specific bodies or ministries. There is also a general description of the view and the specific military approach. The involvement of the MoD and the Czech Armed Forces in NATO structures enables to influence the strategic decision-making in the area of CBRN and thus support the current trends concerning forensic analysis, sampling of CBRN samples and response to new trends in the field of WMD elimination.

The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali.

Light Infantry units are primarily equipped with the Iveco light armored vehicles in the Army of the Czech Republic. Similar type of vehicles was acquired by the armies of some other NATO members. Armored LMVs represent a new category of equipment and no specific tactical procedures have yet been created. The aim of the text was to develop general tactical light infantry procedures for the current training needs of units with Iveco LMVs. In the text, combat battle drills on vehicles and tactical procedures for the use of light units equipped with the LMV Iveco have been created. Combat deployment experience and results of live simulation were main source of information for development of LMV tactics and procedures. Presented procedures can be used for training of units equipped with LMV Iveco. The use of light armored vehicles also showed the design limits of this technique. LMVs Iveco cannot fulfill the role of primary vehicle of light infantry units on a conventional battlefield mainly due to their low level of endurance.

The article continues explanation basic operational terms, familiarizes readers with true theoretical fundamentals of the key element of operational design - the decisive point. Basic doctrinal interpretations are described and explained. Its introduction and utilization is visible during the operational planning process and elaboration of operational design. The concept of decisive point has a close connection to the other concepts, namely lines of operations, the centre of gravity and the end state. The concept is further evolved via example of peace support military operation planning process. The main objective of the ACR is the most effective and best defence of the country, with the use of principles of collective defence. But the military activities are accompanied by damages, wastes in living environment. The classification of those effects is being done by the method called Hazard and Impact Index that enables to set probable damages in advance and to adopt preventive measures to prevent them. The process starts with evaluating objects that might be endanger, materials, vehicles, activities, energy, together with impact on environment. Impact groups are divided roughly into two groups: natural surrounding, and socio-cultural surrounding. Some are expected, other unexpected, frequently they are mixed. Most of military damages are unintended, accidental. The article is accompanied by the tables introducing figures of Hazard and Impact Index.

This article presents main ideas of the document, released by the Allied Command Transformation in March 2007. Terrorism and proliferation of weapons of mass destruction will be the principal threats for NATO. Further threats will come from unstable or failed states, regional crises and conflicts, growing availability of advanced conventional weapons, misuse of emerging technologies and disruption of flow of vital resources. India, China and Russia will be key players in future security environment. North Korea, Iran and Syria will present biggest threat to NATO. Following the release of the FSE Study, International Military Staff and defence planners will assess the implications for NATO forces. The purpose of this study is to offer professional views as starting point for solving prospective problems and threats.

The article deals with the use and future prospects of the international cooperation for the development some of Czech Armed Forces capabilities in the field of military medicine. It has no ambition to address this issue in its entirety, but only contains an analysis of some of the current formats and initiatives of international cooperation in the field of military medicine, with the justification of their origins and a brief evaluation of their contribution. Part of the article is also a proposal for possible measures to improve the development of medical capabilities in the framework of international cooperation.

The Provincial Reconstruction Team of Czech Republic operates in very complicated conditions and environment that are in fact hostile. It can't be excluded that growing scepticism, today common among Afghanistan security experts, more or less could affects even Czech members of ISAF missions. This study deals with existing knowledge end experiences of Czech PRT in Afghanistan. It is divided into two parts. The fi rst one concerns with outside and inside factors infl uencing ISAF missions. It brings in details characteristics of geographical, historic ambiances in which ISAF mission are performed. The second part concentrates on tangible experiences of Czech PRT members, both in political and military spheres. Here the authors summarize conclusions and upon them they outline challenges for the future.

This review attempts to analyze in detail the specific roles and interests of the key players represented by Pakistan and India in Afghanistan. The focus of individual actors in the South Asian region was focused on identifying key objectives, defining specific national interests and strategies in Afghanistan. The aim of the article is to find out, analyze, interpret and understand information about the power relations of Pakistan and India in relation to the security situation in Afghanistan. The content focuses on the analysis of Pakistan-India relations and their intertwining in Afghan society. The aim is not to relate the content to a generalized theory or known theoretical paradigm of international relations, but to analyze the aspects of the Afghanistan in relation to Pakistan and India.

Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles.

The article is related to the building process of Capabilities Development Concept of Military Police (MP) in Ministry of Defence environment. With regards to the specific status of MP within Ministry of defence and with regards to diversity of assigned tasks Capabilities Development Concept of MP is finally hybrid document, containing elements of concept, strategy and long-term development intent. This is positive fact based on unique status of this branch of arms. The author who is actively influencing the proces of concept building is describing his recommendations and observations which might be convenient also for those readers who are not Military Police workers.

The article focuses on the current use of NATO logistics information systems in the NATO Defense Planning Process and the Operations Planning Process in the area of logistics. Information support is provided through the logistics information systems of LOGFAS (Logistics Functional Area Services), which generate the necessary information environment through various software tools. In order to improve future logistics information support, NATO is concurrently preparing a modernization of the existing information environment by the development of the LOG FS projects. In the future, those projects are expected to replace the existing information systems in order to optimize information support, deliver new features and to facilitate the coordination of logistic operations within the NATO integrated command and control network.

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Asymmetric operations lack some linear qualifications at operational levels and split themselves into dozens of tactical warfares. This type of warfare demands quick analytical thinking tied with intelligence preparation of the battlefield, formulating specific information requirement to fill in the missing elements in information requests. As to technological potential, military intelligence is developing very fast. So, the intelligence analysts transfer the main information burden on various information systems, e.g. JSTARS (Joint Deployable Intelligence Support System), AWACS (Airborne Warning and Control System), ASAS (All Source Analysis System), or JDISS (Joint Deployable Intelligence Support System). But large capacities of those systems gave rise to another logical judgement that leads to different interpretation of intelligence data, i.e. the judgements corresponding to higher levels (operational and above) of analytical thinking. Nevertheless, tactical warfare represents operations of small tactical units and this fact puts the main burden on an intelligence analyst who must very quickly cover the gaps in intelligence reports and adopt appropriate decisions.

The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept.

Contemporary military psychology tries to augment psychic resistance to various forms of stress arising during carrying out the tasks of military profession. Generally speaking, there is both quantitative aspect to labour (military profession), i.e. amount, effort and time, and a qualitative one, i.e. intelligence and skill. The availability of particular types of labour can influence the location of their activities. From the point of military professionals, the soldier is exposed to three factors: sensorial, mental and emotional loads. Modern military psychology defines basis schemes and methods for psychological preparation of servicemen, it uses psychological experiments that lately enable to predict behaviour of military personnel and serve as a guideline to realize manpower's potential in the most effective ways. Proper preparedness and training help to prolong high soldiers' deployment even in high demanding surroundings.

NATO has been permanently adapting to new outside and inside challenges. Lisbon summit in 2010 is one of the very important milestones in this transformation endeavour. Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations.

Implementation of project management is a step by which the organization declares that it wants to offer unique products in the appropriate quality. Just as a newly implemented process to an organization is not always perfect and needs to be constantly improved. Consequently, the project management implemented in the organization needs to be improved. The article presents the main problems identified by the members of the project management courses, which took place at the University of Defense in Brno in period 2011 - 2018. The authors of the article, based on the analysis of the findings, concluded that problems identified in the Ministry of Defence of the Czech Republic are solvable and present possible approaches to the solution.

The article deals with the evaluation of the state of oil security in the Czech Republic and measures, which should be taken to increase it. The attention is payed to the importance of the crude oil in the energy mix of the Czech Republic, its oil dependency and international cooperation in the area of oil security. Further, it focuses on the emergency stocks of the crude oil and petroleum products and to their use and to the oil demand restraint measures.

The article deals with ways to help soldiers with the integration into the labour market after leaving the military service. Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation.
