The Future of Czech Defence SystemReviewed - ReviewPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 113-130 | DOI: 10.3849/2336-2995.22.2013.01.113-130 Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

Operational PlanningMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 56-78 | DOI: 10.3849/2336-2995.21.2012.01.056-078 The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence. |
Reflections over the Transformation of Czech ArmyNonreviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 29-37 The basic question of Army transformation was the fact that it was not constituted upon the statehood principle that gives precedence to politicking individual parties. The ultimate goal of this transformation was to build forces loyal to democratic republic, but during the last ten years the top personnel at the Ministry of Defence changed several times, leaving the Army with restricted means, without precise laid down tasks and goals. Uncontrolled interventions into forces structure, reducing numbers of military personnel, lead to balance on the verge of collapse. The basic goal to develop Czech national security and defence policies did not fell short. Army was transforming itself, initially under the management of former generals and later under civilian control, especially after 1991. The division of the armed forces after the split-up of the state at the turn of 1992 went very smoothly, with good discipline. The transformation has been influenced above all by the newly adopted legislation, accession to NATO and to the European Union, participation in missions abroad and professionalization of the Czech armed forces. The whole process has been facilitated by the acceptance and implementation of a broader concept of security. |
NATO Common Funding as a Tool for Cohesion Enhancement and Ability to ActMilitary artIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |
Operational Analysis: Key Capability Supporting Decision-makingMilitary artIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 35-44 The defence environment is complex and dynamic. This is a result of the nature of modern conflict, rapid changes in technology, the need to deal with uncertainty in the face of limited sources, changed attitudes to risk and the sheer diversity of actors from different cultural backgrounds. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. This Article describes differences in Hard and Soft Operational Analyses, and presents some examples and conclusions for military practice. |
Nuclear Deterrence and Cooperation? (Russian Security and Foreign Policy 2008-2012)Informational pagesMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 61-72 | DOI: 10.3849/2336-2995.21.2012.04.061-072 The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
Military Expenditures and their Evaluation in Selected EU CountriesMilitary professionalIng. Lenka Brizgalová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 111-121 | DOI: 10.3849/2336-2995.21.2012.04.111-121 The article deals with the evaluation of military expenditures of European Union's four selected countries in the period of 2001-2008. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks. |
Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
Command and Control as the Ability of CommandersInformational pagesIng. Pavel Zůna, MSS, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |
Problems with the Translation of Military RanksInformational pagesPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 89-105 | DOI: 10.3849/2336-2995.21.2012.03.089-105 The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |
Mobile Sets for Geospatial Support of the Czech Armed ForcesMilitary professionalPodplukovník Ing. Jan Marša, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 113-118 The material for his paper the author draws on his experience from work in Reconnaissance and Electronic Warfare Department. In light of historical consequences, the article briefly describes the development of mobile sets for geospatial support. The main focus was paid to currently used stations SOUMOP (O) and SGEOB. He also mentions presently developed prototype GeMoZ-C. The author would like to familiarise our reading public with activities of Czech Army Geographic Service, its tools and devices in use. |
The Fragmentarization of Europe as a Security Threat Europe 2010: Predictions and RealityMilitary sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |
Strategic Culture: Concept PresentationReviewed - ReviewIng. Tomáš PospíšilVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 26-33 Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept. |
Military DeceptionMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058 The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |
Swarming: Basic Aspects, Development and Prospects of its ApplicationMilitary artMgr. Ľubomír Lupták, Ph.D., Bc. Petr KaliničVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |
Is Economic Education of Military Professionals Necessary?Opinions, controversyProf. PhDr. Miroslav Krč, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 69-76 | DOI: 10.3849/2336-2995.21.2012.02.069-076 This paper deals with problem of education in a military college on the background of military-economic reality. It shows the requirements of the Bologna Declaration in the relation to economic education. Training of military officers has four levels: qualifying (in relation to the performance of different professional roles), developing (in relation to the developing leader personality), motivational (in relation to recruitment) and accepting (in relation between public and army). The economics is of great importance here. It should be beneficial for responsible managers, for their decision-making that can lead to optimization of the results based on economic behaviour, linked to motivational factors. |
Leader of the Free Word and the Balance of Threats: Understanding Obama's New Defence StrategyInformational pagesMgr. et Mgr. Jan LudvíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 77-85 | DOI: 10.3849/2336-2995.21.2012.02.077-085 This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally. |
The Prevention of Criminality in the Ministry of Defence SectorInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 102-110 Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |
Security Threats from Inside: Scenario "Extremism in Being and Coexistence with Romany Ethnic Group and Migrants"Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 143-154 | DOI: 10.3849/2336-2995.21.2012.02.143-154 At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |
Jaroslav Janda: The 80th Anniversary of His BirthPersonal dataAntonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |
Updating Security Strategy Czech Republic 2011 (Inspirational Power of Security Community)Opinions, controversyPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |
Simulation Potentials in Logistics Training and SchoolingMilitary professionalProf. Ing. Petr Hajna, CSc., Ing. Zdeněk Březovský, por. Ing. The paper presents results gained from a survey about the knowledge of logistics study models, academic and science projects, in Logistics Department of University of Defence Brno. The purpose of the paper is to compare student's knowledge and ability to adapt new approaches and developments in IT technology, including their capability to contribute in science research projects. |
Prospective Attitudes to the Reform of Security SystemMilitary artIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |
The Strategic Control of Czech Republic Defence: a Part of National SecurityReviewedIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 3-22 One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy. |
The Participation of Civilians in Military Activities: Military-Governmental and Military-Industrial ComplexInformational pagesPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 101-113 The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex. |
Securing the Quality of Food in the aCrMilitary professionalPplk. Ing. Radomil Novotný, prof. Ing. Aleš Komár, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 148-155 This contribution written by two leading Czech scholars in the field of military nutrition/food deals with the quality of energetic and nutrition of food rations and allowances in the Army of the Czech Republic. The food quality is set by a prescribed index of rational nutrition, consisting of energetic values of used foodstuff and the contents of key nutrients (proteins, fats, saccharides, minerals, and vitamins). Czech defence department sets monetary values and costs of sustenance rations, continuously adapted to the growth of retail prices of food and an average structure of consumption of individual food categories for a person per day. Besides the modification of food supplements, the authors propose to lower energy value of food rations and prefer their biological significance, with regard to contents of fatty acids. |
