Border Defense against Infiltration and Guerilla AttacksReviewed - ResearchMichael BátrlaVojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 102-118 | DOI: 10.3849/1210-3292.24.2015.03.102-118 The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense. |
How to Prepare for Urban Warfare?Reviewed - Reviewkpt. Mgr. Karel Zetocha, Ph.D., nrtm. Tomáš KarásekVojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 172-189 | DOI: 10.3849/1210-3292.24.2015.03.172-189 Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses. |

Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |

(LVI.): 46-60 There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |
Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |
Operation Sangaris 2013: French intervention in Central AfricaReviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |
Common European Armed Forces: Reality, or Utopia?Reviewed - ReviewPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 101-108 | DOI: 10.3849/2336-2995.23.2014.02.101-108 The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |
Japanese Missile Defence and its ImplicationsReviewed - ReviewMgr. Adam StrauchVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |
The Position of the Russian Federation to Western Military Interventions in 1999-2011Reviewed - ReviewMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

Operational Art: Theory for PracticeMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 45-54 The aim of the article is to provide the readers information related to the theory of fundamental elements and tools of operational art, which are for the preparation and conduct of military operations, particularly at the operational level of war, critical. The operational level of war depends on methods that will create appropriate conditions to achieve the closing state, set by a superior commander, in accordance with the complex strategy of military and non-military instruments of state power. Although the methods of application of specific operational art components rest mainly in the mind of the English Annotations and with several acts tied with civil emergency preparation. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |

A Brief Insight into the History of Operational Art and its Contemporary Aspects (Part I)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 34-39 | DOI: 10.3849/2336-2995.21.2012.02.034-039 Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development. |
Present-day Notions on Military DeceptionsMilitary artDoc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 60-65 In the previous Military Review we introduced the article "Will Military Deception Pass Away?" by the same author. In the Army of the Czech Republic we have no manual dealing with military deception (MILDEC). The only manual concerning MILDEC was abolished without any substitute. But military art can't be further developed without similar documents. Today we take MILDEC as a complex set of provisions misleading enemy's commanders and staff, by means of false information and counterfeit data that deliberately deceive adversary decision-makers and planners. Use of MILDEC during any phase of an operation also helps to mislead adversaries as to the strength, readiness, locations, and intended missions of friendly forces. The MILDEC could contribute to the successful accomplishment of the assigned mission by many ways. |
How far can the Long Term Perspective for Defence 2030 Sees?Reviewed - ReviewPhDr. Libor Stejskal, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 5-15 | DOI: 10.3849/1210-3292.24.2015.04.005-015 The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment, and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world. |
Threats from the East and the South as V4 Defence and Security Cooperation CatalysersReviewed - Reviewkpt. PhDr. Jakub KufčákVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 30-37 | DOI: 10.3849/2336-2995.24.2015.04.030-037 Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.' |

(LVI.): 62-80 | DOI: 10.3849/1210-3292.24.2015.03.062-081 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |
