Extremism from the Point of Views of Soldiers (Analysis of Sociological Investigation into Extremism in the Czech Armed Forces)Military sociologyDoc. After that there are presented methodology, outcomes and interpretations of research sociological investigation, which was realized in February and March 2009 at Czech armed forces. As a risk should be assessed mostly information about contacts with extremists in the army and information about very different attitudes in relation to the importance of the issue "extremism in the army". |
Military Grade Structure During 1989-2009: How Many Officers Are Enough? (20 Years of Rank Structure Transformation)Opinions, controversyPplk. Ing. (L.): 114-123 The important part of the forces transformation deals with the problem reducing in numbers of officers, namely field officers and general corps in the Czechoslovak Armed Forces and lately the Army of the Czech Republic. The main cause of this reduction was new concept of military career, as before the transformation it used to be a lifelong profession. The downsizing started in 1990 and it ought to have been finished by the end of the first period of the Czech Armed Forces Reform, as of 2008/12/31/, but it appears that downsizing is endless. The author quotes figures concerning numbers of officers; several rank charts and tablets with corresponding NATO and Czech grades respectively are used to demonstrate veracity of his statements. According to Lt.Col. Pernica, the downsizing is going to continue but no one knows how many officers for the all-volunteer Czech armed forces will be enough. |

(LIV.): 143-147 The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached. |

Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic. |

(LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |

War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world. |

But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

The proposed realization mode of is based on the expected course of air temperature during the day. It is compared with the existing regular two-hour intervals that affect effectively the fluctuations of air temperature during the day, especially at sunrise and sunset. Consequently, the study also recommends to adjust the time and space validity of individual types of meteorological messages in the connection with this proposed realization mode of compilation and distribution of meteorological messages. |

They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |

In connection to the Gaza Strip blockade, the article examines legitimacy of this controversial approach and its current international consequences. Last but not least, the article looks beyond the security extent of maritime borders and examines Israeli approach as a mean of spreading the national sovereignty over newly explored gas reserves in the eastern Mediterranean area. |

Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

(LIV.): 65-75 In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice. |

The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
