Save Money or Keep Czech Armed Forces Functional?

The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found.

The article deals with the international context of the latent war in Ukraine. It explains the recent history of the post-Soviet area in the light of Galutng's theory of positive and negative peace. It continues by the annexation of the Crimean peninsula and its international consequences. At the same time, it examines key features of the debate in the USA as well as other NATO countries. It focuses also the debate about the livraison of arms to the Ukrainian government and explains the arguments of proponents as well of the opponents of this controversial project.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

There is currently about 1 500 Moroccan citizens fighting for the so-called Daech in Syria and Iraq; that makes the North African monarchy one of the main countries which export radical islam djihadists and supporters abroad to the war-beaten Syrian-Iraqi region. Until 2014 Moroccan officials let them leave the country almost freely, to be precise, they didn´t prevent them from travelling to Syria, Iraq and other proxy war destinations. That´s how have the Moroccan fighters joined the Daech rows fighting in the beginning against the Syrian president Asad. But it seems now that the situation has rapidly changed: the Kingdom of Morocco is currently fighting and closely monitoring its own foreign fighters who are coming back home. Especially such eventual threat is pushing the country for creating a new national security strategy related to this risky minority, which needs to be integrated back to the Moroccan society.

The article discusses the process of risk management introduced in 2015 as a result of inconsistent implementation of law no. 320/2001. The authors show the way to identify and analyze a risk, using identification and analysis of assets, followed by threats, thanks to their influence on the assets. They demonstrate the approach to defining risks with second and first level targets in the department of Ministry of Defence, while using risk shifting and aggregation of dependent risks. They describe the application of the risk management process outcomes during goal managers' decision-making in the process of medium-term and annual planning of the department of Ministry of Defence in relation to changes in these processes.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements.

War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic.The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command.

The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command.

Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

The Problems of Prevention of Socially Undesirable Behaviour

Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority.

The thing that authors regard as most important and that needs attention before anything else is the modernization of logistics in the Czech armed forces, as well as within the whole Sector of Defence, as we are facing now the topical problem-decreasing amount of financial resources from defence budget. This decrease has been enforcing logistics to find new and non-traditional approaches and ways how to solve tasks related to material and technical support. This article is aimed at the description of undertaken measures in the performance of logistics tasks in 2011 and following years. The conception and vision of the Czech Armed Forces future, including its logistics, should be involved in the White Defence Paper. The specification of the targets and the abilities in bigger detail will is involved in the White Paper on Defence.

The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare.

The article is related to the building process of Capabilities Development Concept of Military Police (MP) in Ministry of Defence environment. With regards to the specific status of MP within Ministry of defence and with regards to diversity of assigned tasks Capabilities Development Concept of MP is finally hybrid document, containing elements of concept, strategy and long-term development intent. This is positive fact based on unique status of this branch of arms. The author who is actively influencing the proces of concept building is describing his recommendations and observations which might be convenient also for those readers who are not Military Police workers.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

Security and Foreign Policy of the Russian Federation in Syria

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

Critical Analysis of Interconnection between Planning by Objectives and Capability Planning

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

The author, the former chief military chaplain, nowadays an advisor to the Czech defence minister, summarizes all relevant views on global responses to terrorism. The deadly attacks against Word Trade Center were more than acts of terror, they were acts of war. International law makes it possible to hunt the perpetrators, organizers and instigators of terrorism wherever they are. Immediately after the 11 September attacks on the United States, the Security Council expressed its determination to combat, by all means, threats to international peace and security caused by terrorist acts. The Council reaffirmed the inherent right of individual or collective self-defence in accordance with the Charter of United Nations. The States concerned have set their current military action in Afghanistan in that context. Col. Holub quotes individual views on war expressed by leaders of the U.S., NATO, United Nations, international law specialists, high Catholic clergy, ideas of Bishop Conference, and those of religious groupings. He doesn't come to any conclusion; he only wants to initiate a wide-ranging ethic discussion, as the traditional concept of the "just war" doesn't fit to this new situation. In his opinion, the core of problem lies in justifiability or unjustifiability of preventive war.

Threats from the East and the South as V4 Defence and Security Cooperation Catalysers

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

The text deals with the use of border defense as a means of protection against guerrilla attacks and infiltration, through a combination of principles of modern stationary fortifications and forward area defense. These are discussed on the case study of the Northern Border Security Project of Saudi Arabia. The role of attacker takes quasi-state formation the Islamic State (IS, ISIS, ISIL). The aim is to analyze whether the project would endure distinctive types of asymmetric attacks. Vulnerability prioritization for each component determines the most likely targets and their characteristics. This is a subjective semi quantitative method known as CARVER matrix. Subsequently, based on established premises, the text discusses three selected scenarios that use guerrilla tactics with elements of terrorism against selected targets. Attack scenarios show some of the possible ways of improvement for the project. In conclusion, the author makes recommendations for possible adjustments and assess the potential of using the project as a protection against asymmetric attacks. After reading the text, the reader is informed about the project, its components, as well as recommendations that can be applied in the further use of this type of defense.

The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them.
