(LX.): 38-49 | DOI: 10.3849/2336-2995.28.2019.02.038-049 The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders. |

(LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |

(LX.): 55-70 | DOI: 10.3849/2336-2995.28.2019.03.055-070 The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components. |

(LX.): 3-17 | DOI: 10.3849/2336-2995.28.2019.04.003-017 The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions. |

(LIX.): 36-48 | DOI: 10.3849/2336-2995.27.2018.04.036-048 This article aims to highlight the most important changes within the transatlantic defense relations. The central argument is that NATO is gaining a conditional nature, transforming collective defense into a form of transactional defense. The study utilizes Paul Kennedy's notion of "imperial overstretch" to explain the strategic context of the transatlantic defense relations. After this, the analysis highlights how the transatlantic defense relations gained a transactional character that is resonating to this American "imperial overstretch". The second part of the study focuses on the latest developments concerning the US military presence in Europe and highlights their transactional character, thus enabling the emergence of transactional defense within NATO. |

(LX.): 48-58 | DOI: 10.3849/2336-2995.28.2019.01.048-058 The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces. |

(LX.): 83-96 | DOI: 10.3849/2336-2995.28.2019.03.083-096 The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience. |
Host Nation Support (HNS) in the Context of International Air Forces Exercises in the Czech RepublicNonreviewed - Othernadporučík Ing. (LVI.): 117-130 The article analyses the Host Nation Support (HNS) planning process in five separate phases according to the NATO procedures. The author emphasizes the importance, purpose and result of every planning stage. The main objective of the article is to apply general rules to the concrete examples of international air forces exercises. The author further identifies his comprehension of HNS formed in the specific conditions of the 22th Helicopter Base. The logistic planning process analysis is based on the experience from exercises Ramstein Rover and Ample Strike held in the period of 2012-2014. The paper is focused on exercises preparatory stages that create the basis for a successful accomplishment of the executive part. The results of the article present the trend of planning responsibility delegation to the tactical level and define the specifics of adapted planning process. The author's contribution may be used as a lead for the future application of the HNS concept. |

(LVI.): 190-201 Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |

(LVI.): 95-105 The article focuses on the current use of NATO logistics information systems in the NATO Defense Planning Process and the Operations Planning Process in the area of logistics. Information support is provided through the logistics information systems of LOGFAS (Logistics Functional Area Services), which generate the necessary information environment through various software tools. In order to improve future logistics information support, NATO is concurrently preparing a modernization of the existing information environment by the development of the LOG FS projects. In the future, those projects are expected to replace the existing information systems in order to optimize information support, deliver new features and to facilitate the coordination of logistic operations within the NATO integrated command and control network. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations. |

According to him, the review has indispensable role in the spectrum of both civilian and military professional journals. He recommends to evaluate the problem of its existence upon the principles of cost/benefit analysis, with regard to the so-called socials costs, the key steps of which he enumerates. |

Among others, there are a lot of highly unpredictable impact factors; there are many assessment criteria for individual variants of solving problems. Criteria of qualitative characters, and various interpretations of data information demand quality decisions; they are sometimes difficult to understand and even contradictory. The commanders and their staffs must be well educated, trained and experienced. To meet this precondition we must ensure quality of career training, supported by practical experiences. The staff work must be practiced regularly, with the use of various scenarios, supplemented by historical studies of past or recent fi ghts and battles. |

The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. (LVIII.): 41-59 | DOI: 10.3849/2336-2995.26.2017.05.041-060 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |

(LIX.): 125-141 This article analyzes strategic engagement of the Russian Federation and the United States of America in the South Caucasus in four phases of development from the end of the Cold War until present day. The first phase covers early nineties, the second is from mid-nineties to 2003, the third from 2004 to 2008 and the fourth from 2009 to 2016/2017. There are three key trends during the examined period. First, Russia has permanent strategic interests in the South Caucasus due to maintaining its own state security and securing the position of the most prominent external actor in the region. Second, Russia's weakness and active engagement of the US/NATO are barriers to realizing Russia's state interests. Third, the South Caucasus is strategically more significant to Russia than the US/NATO. |

(LVII.): 104-123 | DOI: 10.3849/2336-2995.25.2016.05.104-122 Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion. |

(LVII.): 18-48 | DOI: 10.3849/2336-2995.25.2016.05.018-048 The contemporaneous security environment is more diverse, dynamic, interconnected and far less predictable than ever. As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |

(LII.): 34-40 The article familiarizes readers with theoretical fundamentals of the key element of operational design, i.e. decisive point that is described as "a point from which a hostile or friendly centre of gravity can be threatened". It may exist in time, space or the information environment. As a tool of operational art, it helps commander and his staff to unlock the path to the centre of gravity. The concept is further evolved via example of peace support military operation planning process. The close understanding to terms decisive points, lines of operations, centre of gravity, kinetic effects, non-kinetic operations, doctrine is for military planners fundamental. The aim of this article is therefore to explain this basic terminology, to describe connections with other element of operational planning that could be used during all steps of operational planning. Basic theoretical Jomini's implications are introduced and their doctrinal interpretations are highlighted. |

As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |

(LI.): 141-148 Computer-Aided Logistic Support (CALS) appeared for the first time in 1984 in a common study of US government and American defence industry. The study recommended using technical data in digital form. Further it was changed into Computer-Aided Acquisition and Logistic Support and in 1994 the acronym CALS was changed into Continuous Acquisition and Life-Cycle Support. At present we interpret CALS as the support to all automatized processes with fully digitalized data processing. Among its important tools belong LCC (Life-Cycle Costs) and risk management. It is a vast standardization strategy, covering the whole life cycle, via acquisition process, its support, innovation and product disposal. CALS is supposed to make acquisition procedures in the ACR more effective. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis. |

(LV.): 117-127 Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred. |
