The core of this article is lying in general delimitation of objectives, aims, and tools of state economy principles within defence department. It is the question of optimalization, leading doctrines and tools of economy of economy support of defence. The authoress proposes the system of optimalization of economy support of defence and economy and defence policy of state, its introducing into methods and practice.

The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document.

The Military Technical Institute of Ground Forces (VTÚPV) Vyškov was established in 1978 as a research authority and its activities have covered both requirements of the Army of the Czech Republic as well as the civilian sector. The VTÚPV Vyškov Division specializes in equipment, material and technologies of the ground forces. It solves tasks ranging from theoretical analyses and applied research and development to the prototype production phase, testing and validation, and small series production. It is an accredited testing laboratory for testing products and systems; it operates as an accredited certifying body for a large number of products. Since 2003 it is a part of the military repair shop VOP-026 Šternberk, s.p. (state enterprise) founded by the Ministry of Defence. The article enumerates its activities, namely just finishing semi-anechoic hall EMC (electromagnetic compatibility), the most important and most expensive investment project since the late 80s.

The main aim of this essay is more to open the way for solving methodological problems, point to directions defence economics ought to follow, rather than to find easy answers to all of them. That is the ver y theme of Economy Depar tment of Facult y of Economics and Management, Defence University Brno. It is the base for defence economy, constituted as a science discipline.

The article deals with the teaching of management at the University of Defence. Its authors are long-standing university teachers, possessing also experiences from command and staff appointments. In recent years, the emphasis in military schools has shifted more to subjects indirectly related to civilian courses of study, e.g. the theory of management. At the Defence University Brno it covers a wide range of other subjects: economy, informatics, operational investigation, etc.; other subjects are in fact only "supporting": applied mathematics, sociology, psychology, humane resource control and law. Military management, theory of military operations, staff service, and that belong to the group of applied fundamentals. At present, "military management" at the Defence University has only a limited scope of teaching units. It is read both at bachelor and master levels of studies, inevitably many themes are duplicated. So, among others, the authors recommend to shift the core of military management teaching to higher levels of studies, at master levels.

General View by Doc. Dr. Jiří Nedbal, CSc. When we prepare activities/exercises of military units, we can make use of theory of asymetric information that offers wide scope of decision variants. We can use PERT method which is not very difficult to understand. This can help us to disclose hidden reserves, sources, problems. We also could take over experience from other armies. It is important now, when percentage allocated from defence budged is still shrinking.

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.

In the last few years, the Czech Republic has been undergoing deep social changes in which the Army of the CR plays an important role. The soldiers risk their health and even lives, therefore they should take advantage of all benefits offered by state social security. Their professional career, promotions and advances must be taken in account when they are leaving the military service. On the other side, we must also reflect economic capacities of the Czech Republic. The authors enumerate all conditions to be fulfilled, so that soldiers were entitled for veteran benefits, together with the history of various benefits, the ways they used to be handled in the past. Legal adaptations are not systematic solutions. As we have no special law on public service, from which veteran benefits ought to be deduced, we have no general base for proper legal amendments, now being discussed.

Using the example of medium-term planning of development and activities of defence department, the article demonstrates one of possible ways of using the so-called 3E methods. The Czech def inition of 3E is based upon the Act on Financial Control, Control of Public Expenditures, Regulation ISO 9001-2001, and Methodical Instruction MF CR (CHJ- 10). The author compares them with e.g. Financial Management Policy Manual JSP 462, MoD, London, UK.

V krátkosti vymezuje současnou organizaci izraelského válečného námořnictva a jeho vybavení pro zabezpečování izraelské svrchovanosti proti hrozbám přicházejícím z moře, včetně zadržovacích operací vedoucích k zabránění šíření zbraní do rukou protiizraelských teroristických organizací. V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu.

The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users.

The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio".

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting.

This essay describes management system as a factor that can increase effectiveness in defence sector. The author depicts relationship among new public management reforms, public expenditure reforms and defence sector management reform. The reform of defence sector in the Czech Republic is characterized as introducing new management tools. Author explains their inner substance and importance; draws our attention to the difficulty of its first implementation. He underlines some of the factors which shape their successful implementation into Czech armed forces.

In the last academic year (2005-2006), language instructors at the Defence Univerzity polled 673 respondents in order to find and analyze, among others, the relation between the length of their English studies and the STANAG levels they acquired. Another question they were involved is the age of respondents and the level of Standardized Language Profile. SPL level corresponds to the frequency of usage of English in their military practice. There are also relations among various types of English language: general English, technical English and military English. The latter is the most important for chiefs of staff, whereas technical English is more suitable for soldiers in lower ranks and specialists, less for members of military staffs. Those who took part in foreign missions reached higher level of language proficiency.

The article deals with some aspects of applied theory of operational art within the operations planning process. It introduces several professional terms in the field of operational art, up to now not officially established.

In this article the author thinks over one of many variants the mortar units could be deployed into battalion combat task forces to support developing operations. It is a process of gradual compatibility with the units of North Atlantic Alliance and modernizing mortar weapons system with regard to prospective personnel reductions. It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations.

In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

Respecting rules of international laws is indispensable to guarantee a peace balance among forces of all states. It ought to be in their own interest. By and large, the flagrant breaking of those rules and acts of aggression correspond directly to the military power of individual states. Examples are abundant. This essay deals with the definition of aggression that was adopted by the United Nations General Assembly on December 14, 1974.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

This article deals with the problem of pursuing 3E policy in Czech MoD. The article shows how helpful it can be for the management of MoD to systemize activities under MoD control to shape the defence programmes as a 3Eprogram. In our forces, even though we have introduced PPBS (Planning, Programming and Budgeting System), still we need other means to shape effectively state defence. The author recommends to organize activities and related elements into seven groups in order that we can judge the impact of functionality of those programmes and its respective 3E, taking into account specific activities realized e.g. by outsourcing or by some other kind of personal substitution. He underlines the importance of proper defence programmes for decisionmaking process in MoD.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The article also dedicates extensive attention to the Russian naval strategy.

The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis.
