The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic.

The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The article deals with approaches and tasks of education in the field of security and state defence of the Czech Republic. It is based on the legal framework and informs the professional public about the initiative and process of the Ministry of Defence of the Czech Republic and Ministry of Education, Youth and Sports of the Czech Republic in particular area. Preparation of citizens for state defence conception, which was approved by the resolution of the Government of the Czech Republic on the 1^st April 2019, reacts to results within the implementation of this Conception adopted in 2013 and reflects an unsatisfactory situation in its realization. It deals with new approaches and tasks of education in the field of security and state defence.

Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles.

Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. The paper compares the defence budgets of the USA and the Russian Federation between 2000 to 2019 with the aim to analyse potential causes of fluctuations in defence spending. The purpose of the paper is to demonstrate that military budgets are dependent on a combination of various factors such as current domestic policy, the economic cycle and global security and economic issues. The work uses significant as historical milestones to analyses their impacts on the dependent variable of military budget. As these, Operation Enduring Freedom (2001), Iraq war (2003), the inauguration of the US Presidents Barack Obama and Donald Trump, the economic crisis (2007-2008), the Russian currency crisis (2014) and the Russian annexation of Crimea (2014) were identified.

The paper deals with the ability of engineer units to provide engineer mobility support in combat operations. Based on the analysis of the results of structured interviews conducted with extensive amount of the Czech Armed Forces officers, and their generalization, were found discrepancies between the current and required state in the organizational structure of engineer units to provide effective mobility support, and requirements for engineer devices to support mobility in the Czech Armed Forces conditions were formulated. The aim of this article is to present recommendations for inclusion of different types of engineer devices into formed engineer formations for mobility support in relation to the tasks performed within engineer role of mobility support and determine recommendations for the further direction of research in this area.

The paper deals with the issue of the purpose, creation and practical use of scenarios during operational concepts development. The scenar- ios reflect the fundamental characteristics of the environment in which the military missions will be conducted in the next 15-20 years. The paper defines the type of scenarios useful for creation of operational concepts and requirements that must be met for a successful process of scenarios development. Further, it describes the process of scenarios development, the main risks associated with this process while suggesting the possibility of reducing the rate of those risks.

The paper is a contribution to the ongoing discussion regarding training, drills and education of military personnel. It indicates a comprehensive solution of the issue both in national and international connection of the current approach to military vocations, life-long learning Vojenské rozhledy 1/2011 and expected deployment of the present-day armed forces. Using results of a research conducted within the Czech Ministry of Defence and Armed Forces, authors specify roles of individual stakeholders in the process of training and education in the military and define prerequisites of an effective military educational and training system. The authors treat this problem in context of the so-called National Qualification Framework, multinational project of EU member states Military Erasmus, activities conducted by European Security and Defence College (ESDC) and others.

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. On the introduction, the article focuses on clarifying the place and role of counterinsurgency in current military operations. It also deals with the principles of counterinsurgency and their doctrinal comparison within some advanced armies and the NATO. The aim is to highlight some findings related to principles that should be changed,added in doctrine and incorporated into the training of the ACR troops. The result of the analysis and comparison of individual principles with own experience of the author from the mission in Afghanistan are recommendations given for the troop training in the theatre. The implementation of the proposed measures in preparation of the Czech Army units may improve the effectivenessof counterinsurgency in military operations.

United states of America classified from 2019 Iranian revolution guards as "foreign terrorist organisation". Article analyses consequences of this step. Text in the introduction presents Guards and highlights the differences between this organization and "classical" terrorist organization. Goal of the main part of text is to analyze American steps and finds consequences resulting from it. This work concluded that though legal consequences of putting Guards on the list of "foreign terrorist organization" are small, on the other hand its practical impacts are huge. There was also found link between putting Guards on this list and new American strategy of "maximal pressure" against Iran.

When planning and conducting tactical exercises of units and formations, it is often the case that aspects of long-term operations in a chemical, biological or radiological contaminated environments have disappeared from consideration of commanders and staff officers. The reluktance to "complicate the situation" in training may have different causes, but the continuing importance of CBRN defence is indisputable. The article discusses probable commander questions related to the effective management of subordinate units in a contaminated environments. Their answering can help to successfully fulfill defined combat tasks that have been disrupted by the use of enemy weapons of mass destruction, improvised devices containing highly toxic substances, or leakage of industrial hazardous substances into the environment.

The paper deals with an insurgent strategic concept "leaderless resistance". It was elaborated by US intelligence officer Colonel Ulius Louis Amoss. It is used by various insurgent actors and it is researched within the context of insurgency and counterinsurgency and interconnected issues (extremism, terrorism etc). The author of this contribution deals with the development tendencies and with the strengths and weaknesses of this strategy (including the derived concepts as "leaderless Jihad" etc.). Its adaptation in the era of modern political and hybrid warfare is explained. Challenges for successful countering from the point of view of security architecture (intelligence and law enforcement agencies, army, non-.state actors) are discussed.

Military deception thus acquires new dimensions, wider chances to be employed in armed forces operations. This article concludes a free series of essays dealing with military deceiving. It is thinking over questions resulting from deception-information age relations, the beginnig of which could be situated into the 80s last century.

The article deals with the possibility of using artillery fire with the multiple round simultaneous impact, for artillery weapon systems currently used in the Army of the Czech Republic. It aims to analyze the existing artillery procedures and then describe the possibilities, benefits and possible negatives of multiple rounds simultaneus impact fires. In the end, specific requirements are set that must be met for the effective use of fire with the simultaneous impact of missiles with currently used artillery weapon systems.

In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts.

The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali.

Thus, regional tailored military cooperation has gained more importance than ever before in order to tackle various threats and challenges and to strengthen crisis management capabilities. Therefore, Austria launched the Central European Defence Cooperation (CEDC) in 2010 to foster regional security cooperation and to promote modernisation of military resources. Two years later, Austria co-founded the EU Mountain Training Initiative, which closely coordinates training and education with the NATO Mountain Warfare Centre of Excellence in Slovenia. This paper aims at analysing and discussing current initiatives and possible ways of improving Central European security cooperation between NATO member states and Austria.

This article describes the doctrinal determination and definitions of the term Actionable Intelligence and the impact of this specific intelligence concepton commander's decision-making process. The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes.
