Does China Conquer Also Europe? (Reflections over Security Analyses and Prognoses)Informational pagesPhDr. Miloš Balabán, Ph.D., PhDr.Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 94-102 The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies. |
Unfulfilled Ambitions of Scottish Defence PolicyReviewed - OtherMgr. Bc. Ondřej SvobodaVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 102-108 | DOI: 10.3849/2336-2995.23.2014.04.102-108 In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate. |

The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

(LV.): 154-163 The life and work of General Dr. Milan Rastislav Štefánik is without doubts the life and work of one of the three leading crisis managers of extraordinary skills operating in an enviroment of first escalating global crisis of the 20th century. The phenomenal result of their activivities was the establishment of the Czechoslovak Republic. The author concludes that Štefánik´s work is timeless, from which we ought to draw a continual inspiration. |
Japanese Missile Defence and its ImplicationsReviewed - ReviewMgr. Adam StrauchVojenské rozhledy / Czech Military Review Nr. 1/2014, Vol. XXIII. (LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |
Armed Forces and Ethnic Riots in Central EuropeReviewed - ReviewDoc. JUDr. PhDr. Miroslav Mareš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 132-142 | DOI: 10.3849/2336-2995.22.2013.04.132-142 The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio". |
The Goals of Civil-Military Cooperation in the Context of White Paper on DefenceReviewed - ReviewIng. Pavel Zona, Ph.D., Ing. Vlastimil Galatík, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |
The Army Divorce: A Czechoslovak ExperienceNonreviewed - OtherPhDr. Antonín Rašek, doc. Ing. Pavol Gavlas, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 39-47 The disintegration of the republic and the following army dissolution can't be prevented. As both nations were of higher cultural level, the process proceeded cultivable. The overall situation in the forces was better than in civil spheres, because military was formed as a federal army, and servicemen acted and thought in a federal way. They did not support state disintegration, but on the other side they did not prevent it. The authors composed the paper with strategical approach to problems, only partly paid attention to political, legislative, organizational, and personal matters. Intentionally they missed mechanic matters, e.g. the division state property, a total of 418 milliard Czechoslovak crowns. |
To Fight Like King of Bohemia. Mutual Influencing among Languages in the Context of Social ChangesNonreviewed - OtherPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 202-218 The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use. |
Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |
Military Bias CrimesMilitary lawDoc. PhDr. JUDr. Miroslav Mareš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 140-147 | DOI: 10.3849/2336-2995.21.2012.03.140-147 This article analyses a new element in the Czech criminal law-Military Bias Crimes. They are included in the new Criminal Code 40/2009 Coll., Sect. XII. The bias motive is characterized by a prejudice against race, ethnicity, nationality, political belief, religious belief or atheism, but not against the so-called sexual orientation, in contrast to the situation in the US. Perpetrators of some military bias crimes, § 378, § 379, § 380, can be not only soldiers, prisoners of war, but also members of security corps (Police, Security Intelligence Service etc.). Up to now, the use of these new norms of the Czech penal law has been limited. |
The Americans Withdrew from Iraq and Changed Military StrategyInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 86-90 | DOI: 10.3849/2336-2995.21.2012.02.086-090 American military strategy was preparing long before the US troops left Iraq. The published document reacted to circumstances after the end of Iraq conflict and planning withdrawal from Afghanistan in 2014. Pentagton's analysis underlined the fact that in the following years, US forces would not conduct wars similar to Afghanistan and Iraq. Defence secretary Leon Panetta told reporters that American forces were going to be smaller but more effective, innovative and technologically advanced. In spite of budget cuts, military expenditures were planned larger in volume then in the last year of G. W. Bush's presidential term. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |
Open Gates for LanguagesLanguage preparationPaedDr. Stanislava Jonáková, Mgr. Alena MüllerováVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 162-168 The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001. |
The Security as a Dimension of Sustainability and Quality of Life in Czech Perspectives (Reflections for the Year 2008)Nonreviewed - OtherPhDr. Libor StejskalVojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 3-14 The security is not very often mentioned in direct relation to the quality of life and sustainable development. The author introduces the security as their substantial element; he would like to offer an interesting approach towards examining mutual ties between both concepts. In fact, it is not a new idea; common knowledge that peace is more comfortable for life and culture, for economic development, is certainly older than quality of life concept. But, after an easygoing attitude to international background in the 90's, today we again pay our attention to the security problems, even in a wider spectrum, in varied contexts: from changes in world's climate, to differences between rich North and poor South, over international terrorism, efforts for integrated European position towards Common Foreign and Security Policy, NATO, security policy of the Czech Republic, till the individual feelings of safety. |
The Preparation of the Armed Forces of the SR for International Crisis Management Operations in the Context of NATO Lisbon StrategyInformational pagesDoc. dr. Ladislav Lašček, CSc., Ing. Alojz FlachbartVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 103-110 Supported by published materials and information (LaunchingEUBattleGroups, AsecureEuropeinabetterworld), the authors analyze and evaluate some of the processes in the field of preparation and forming international crisis management. Both NATO Lisbon strategy and the Programme Declaration of the Slovak Republic open new roles and missions of Slovak Army. The Slovak Army must fulfil those commitments even in limited source frame. It concentrates on new priorities: the army is trained and prepared for missions it is going to be deployed in. Last but not least, apart of traditional missions, .the forces will be developing even non-military capabilities useful for peace missions. |
Engineering Aspects of Doctrine "Deployment of Ground Forces in Operations"Military professionalDoc. Ing. Jaroslav Zelený, CSc., Ing. Jan Mazal, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 146-161 The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement. |
NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |
1st Part: Economy Theory and Effective Management in the Army Some Economy Comments on Conditioned Participation of External Sources in Defence EnvironmentNonreviewed - OtherProf. PhDr. Miroslav Krč, CSc.Vojenské rozhledy / Czech Military Review Nr. ZC/2007, Vol. XVI. (XLVIII.): 3-21 Defence system is effective as far as economy is concerned only when target function is met with the minimal overall costs. It is the opening motto to the study by university economy teacher Mr. Krč, Defence University Brno. He concentrates on the so-called outsourcing, both its strong points and drawbacks, audited account, managerial transaction costs, controlling. The outsourcing is a combination of economic, technological, organizational and humane aspects. |
Rational Economy of Sources in the Sphere of Defence: General ViewNonreviewed - OtherDoc. dr. Jiří Nedbal, CSc.Vojenské rozhledy / Czech Military Review Nr. ZC/2007, Vol. XVI. (XLVIII.): 131-138 General View by Doc. Dr. Jiří Nedbal, CSc. When we prepare activities/exercises of military units, we can make use of theory of asymetric information that offers wide scope of decision variants. We can use PERT method which is not very difficult to understand. This can help us to disclose hidden reserves, sources, problems. We also could take over experience from other armies. It is important now, when percentage allocated from defence budged is still shrinking. |
Czech White Paper of Defence: Shall We Learn from History?NonreviewedIng. Vlastimil Galatík, CSc., Mgr. Richard Stojar, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 31-37 At the beginning of August, Defence Minister Alexander Vondra announced his intention to give rise to the White Report of Defence as a document constituting clear vision of country's defence. The Paper will constitute a major overhaul of Czech defence and security policy and will set out the path to more modern, compact and reactive security and defence forces. By cutting the overall number of defence personnel, restructuring the defence estate will achieve cost reductions allowing to address more effectively the challenges and threats of the globalized world. It will allocate a substantial budget for defence, in line with the priorities and choices made for her defence capabilities. It will further reflect themes not mentioned before, such as relations between Common European Defence Policy and NATO alliance, new dimensions of civic security in cases of natural disasters, pandemic, or last but not least - terrorist attacks. The Czech White Report is going to make good use of similar documents of Allied nations. |
Critical Looks at Hybrid Wars ConceptMilitary artIng. Pavel Zůna, MSSVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 33-45 The term "hybrid war" is frequently used today within the military community, but the term does not bring something new in the view of the terminology of the stability operations, comprehensive approach or compound wars. This concept is based on the destructive threats to the military components of international community. It does not help in delimiting reasons of violent confl ict and from that point it is harmful, as it does not explain soldiers why they are fi ghting the "just war", why they should sacrifi ce their lives in confl icts far away from their homeland. We should not use terms of hybrid wars, hybrid confl icts, hybrid enemies or forces. Only "hybrid warfare" could find some legitimacy, but only when used with the correct definition of the conflict typology, backed by the political objectives of the war. Confl icts typology, as used, forms the framework for the mission analysis orientation at all command & control levels and it guides the informational support to the military decision making processes. |
Theory of Gravity in War on International TerrorismMilitary artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 47-64 Official objectives of war on terrorism are as follows: we must face theorist threats, prevent terrorist strikes; suppress the power of terrorist groups such as al-Qaeda. War on terrorism is not a classical or conventional warfare; the term is wide-ranging, covering longterm strategies of national importance. The war on terrorism and employed means are also a source of controversy. It is a question of adequacy of used tools. It is necessary to implement the new strategy of improving conditions in Muslim countries to eliminate their background supporting negative religious and political attitudes towards democracy. Outlined ways of "smoothing edges" in economical, social spheres can noticeably change hateful attitudes of Muslim population towards values of Western democratic society. |
The Political Economy of Conflict: A New Direction of Research on Internal Conflicts?Informational pagesMgr. Vladimír Vaďura, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 138-154 The key term in this article is "war economy" It is used to describe the contingencies undertaken by the state to mobilise its economy for war production. Often confused term "resource conflicts" needs explaining. First, there are raw materials, mineral resources (diamonds, precious metals). Another group of resources are critical items, water supplies, and fertile lands. This article concentrates on conflicts provoked by the abundance of natural sources, not by their insufficiency. Their driving motive is "greed-based" model (the effort to take over the control over lands, crude oils). Another model is "grievance-based" model, based upon the feeling of hate, having its roots in e.g. underprivileged position of certain part of population) tied with worsening economy). "War economy" got a new meaning. It moved far away from Clauzewitz's paradigm, the sense of such war is in itself, the war is protracted, it is war for war's sake. |

(LI.): 164-178 The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering.
