Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. Even though the study came into being in April 2014, the editors regard it worthy to be published, being timeless and with general validity.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

The paper is focused on the area of defence sources in the Czech Republic. Within an analysis of the actual situation in military spending in the Czech Republic, some potential approaches are defined to enable the reasonable and transparent allocation of resources for national defence. Based on these approaches, three courses of action are derived in order to deal with current resources inadequacy and instability in defence.

The article analyzes several key conclusions of US National Intelligence Council's study "Global Trends 2030: Alternative Worlds", published in December 2012. Primarily it focuses on: the diffusion of global power influencing political, economic and security development on both global and regional scales; rising importance of the Asia-Pacific region for global economy and security; Sino-American security relations; the role that the United States and Europe should be played in the changing geopolitical reality. The conclusions offer the author's own interpretation of certain development trajectories, based on his earlier published monographs, studies and articles.

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. A working state must be prepared for those risks, which covers even the field of training citizens. The reviewed publication will certainly contribute to better understanding the complexity of present-day world and its security. The book has two independent parts; the first one is politological by Peter Rožňák, the second part deals with professional arms by Ludvík Juříček.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future.

Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described.

Article analyses the relation between legal and internal regulations and other management acts in public administration, focusing on their own hierarchy, quantity, liability in specific areas of Czech armed forces. The first part was published in Military Review No. 4/2013; this following section focuses on the creation of internal management acts and their releasing for the recipients. The article also emphasizes the need for a stable organization, which is necessary for the effective implementation of personnel management, personnel control and the so-called internal and external legislations.

This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

The article deals with controlling implementation into the mechanism of central institutions and state administrative management of the CzechRepublic (CR), hereinafter state administration. The purpose of this article is to present state administration controlling as an effective control tool, backed by best experiences and practice in the Germany. The authors explain and determine theoretical bases and circumstances to put controlling into practice. They comment the effecitivity of controlling implementation in Czech state administration, using as an example the Defence Ministry of the CR.

Respecting rules of international laws is indispensable to guarantee a peace balance among forces of all states. It ought to be in their own interest. By and large, the flagrant breaking of those rules and acts of aggression correspond directly to the military power of individual states. Examples are abundant. This essay deals with the definition of aggression that was adopted by the United Nations General Assembly on December 14, 1974.

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.

The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users.

In spite of the fact that it is a new concept, it presents one of key methods of international engagement in crisis areas the EU prefers. Its main components are crises prevention and securing stabilization. Security tasks are composite problems solving one of main state functions: to guard external and internal security together with principles of civil control. This essay among others aims to explain practicability of the EU's concept of preventive engagement as a tool of implementation of the European Security Strategy, further it describes European concept for crisis management missions in the field of civilian administration supporting security and justice. At the end there are some recommendations for the Czech Republic how to form capacities for EU missions and for the transformation of Czech security sectors.

The paper briefly identified the long-time objectives of overall geospatial support. Based on that, ways ahead to achieve main aims are described. Special attention is paid to software platform for geospatial production, cooperation with civilian and international partners, legal aspects, R&D as well as mobile sets intended usage.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011).

Data analyses using methods of exploratory and inductive statistics nowadays form an integral part of many areas of human activities. The paper is focused on the statistical processing of data using a new application STAT1 that works under Microsoft Office Excel. The explanation is given, the source is stated, and the comparison with alternative application software tools is mentioned. Moreover, the examples of practical utilization of STAT1 in the military area are presented.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.
