Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability. |

(LVI.): 5-15 | DOI: 10.3849/1210-3292.24.2015.04.005-015 The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment,and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies,differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world. |

Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. (XLVIII.): 32-44 The planning is a general term with many meanings, all of which imply an ability to scheme or arrange beforehand. In practice, planning is a highly formalized and disciplined activity through which we can induce changes, procedures for a decision-making unit, including the establishment of goals. Planning in the forces therefore involves two levels: i. operational planning (intentions and goals of forces, feedback information for setting up operational capabilities); ii. defence planning (development of armed forces, military potential). Long-term planning for 10-15 years or more ahead covers strategic analysis, strategic goals, implementation of strategic goals that are mutually connected, depended on each other, and implemented in particular surroundings which also influences the whole process. This article is based on papers presented at workshops held at the Institute of Strategic Studies, Defence University Brno and is accompanied by several schemes drawn among others from the Handbook on Long Term Defence Planning, published by NATO Research and Technology Organization, 2003. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |

Fundamental part of the report is a relevant Army of Czech Republic specifics analysis and model implementing proposals of quality management system into a command and control structure of the army. It is favourable for the forces to use above mentioned systems (norms, terminology), especially in logistics. It enables us to follow suppliers/contractors to guarantee the highest quality and effectivity of products and services bought for military. NATO uses among others norms AQAP (Allied Quality Assurance Publications) that were introduced even in our country. Processes are identified in a way broader then in terms of mere ?quality?. Excellence model under EFQM (European Fund For Quality Management) is a voluntary system that can be used for the effective building of a ?small? army, reduced in size, structure, and personnel, in accordance with the approved concept of rebuilding the Czech Army. |

(LI.): 15-30 This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient. |

(LI.): 138-154 The key term in this article is "war economy" It is used to describe the contingencies undertaken by the state to mobilise its economy for war production. Often confused term "resource conflicts" needs explaining. First, there are raw materials, mineral resources (diamonds, precious metals). Another group of resources are critical items, water supplies, and fertile lands. This article concentrates on conflicts provoked by the abundance of natural sources, not by their insufficiency. Their driving motive is "greed-based" model (the effort to take over the control over lands, crude oils). Another model is "grievance-based" model, based upon the feeling of hate, having its roots in e.g. underprivileged position of certain part of population) tied with worsening economy). "War economy" got a new meaning. It moved far away from Clauzewitz's paradigm, the sense of such war is in itself, the war is protracted, it is war for war's sake. |

During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

(LII.): 38-52 One of main task while preparing new security documents is to identify, analyze and evaluate newly emerging, self-generating security threats. They menace cybernetic, economy, bank, and religious security. The special menace, as for inner security it is lobbyism. Cybernetic threat is today regarded as more dangerous than nuclear strike. The American lived through those experiences in Iraq. Another example is cyber attacks on Estonia in 2007 that swamped websites of Estonian organizations, including Estonian parliament, banks, ministries, newspapers and broadcasters.The attacks triggered a number of military organisations around the world (including NATO) to reconsider the importance of network security to modern military doctrine. There is a paradigm: the more modern country, the more risks are opened. The situation is complicated by the fact that in sophisticated society there is hard to identify attacking enemy. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred. |

V krátkosti vymezuje současnou organizaci izraelského válečného námořnictva a jeho vybavení pro zabezpečování izraelské svrchovanosti proti hrozbám přicházejícím z moře, včetně zadržovacích operací vedoucích k zabránění šíření zbraní do rukou protiizraelských teroristických organizací. V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu. |

(LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |

The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |
