Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development. |

(LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |

Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability. |

There is drafted a possible task organization structure of battalion which allows the variability, modularity and combat readiness, according to capabilities and statements catalogue. The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level. |

(LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |

It will take part in operational activities, in the frame of EBAO concept (Effect Based Approach to Operations), acting in contact with various task forces. To meet those objectives, it must reach highest level of modulability. The article depicts all variants of effective augmentation by artillery firepower, artillery reconnaissance, and close artillery support. It enumerates all possible combinations of this reinforcement. Backed by those acquired specifics, the authors further extrapolate demands for automated control system of artillery fire support. |

(LI.): 127-134 NATO's Research and Technology Organization covers six panels dealing with technology. System Analysis and Studies panel drafted a long-term scientific study "Joint Operations 2030" that was performed for three years under the direction of CNAD (Conference of National Armaments Directors). This study identifies system approaches of NATO further development. Its purpose is recommend remedies for eliminating potential defects in future Alliance capabilities, in the frame of anticipated security surrounding and emerging new technologies. The work was divided into five states: evaluating previous studies, evaluating basic potential, setting priorities, new technologies and the last stage evaluated results reached by means of Multinational Exercise. The final version of this document (Final Report) will be released in next half. By joining JO2030 the Czech Republic underlined its resolution to contribute to the advance of NATO defence potential. |

(LI.): 155-163 Animals have been used for military purposes from the ancient world to nowadays. Horses, elephants, mules and camels were carrying supplies and took part in battles. Dogs were trained for securing livestock and military camps. Soviet army used them as live mines during World War II. The U.S. Army explored the possibility of using bats as live incendive devices. Even the terrorists could use animals for destroying chosen targets in the same way armies used to do. The deployment of animals would be advantageous for any terrorist group because security forces would not expect this kind of attack. Up to now, there have been just a few cases of abusing animals by terrorists, e.g. for bomb laden mules or dogs carcasses which hide explosive devices. But animals could also help with the fight against terrorism, for example dogs or bluegill fish. |

Command and control (C2) is self-contained system depending on many factors provided by the so-called System of Communication and Information. At present it is the very base for information collection, decision-making process, preparing variants of operation for both commander and his staff. Among others the author writes about Network Enabled Capability system introduced into Czech armed forces. C2 programme is also a part of educational curriculum at Defence University Brno. |

Major terrorist organizations now have their own production capability, ranging from video capture, to video editing, to distribution, but, these organizations also have an advanced understanding of the concepts of influence, information warfare, and the power of targeted messages. This is further highlighted by the fact that among al Qaeda's original organizational structure was a committee dedicated to publicity and the media. The internet plays the role as a means of propaganda for recruitment and fund-raising, shaping public opinion in the Muslim world, terrorist training and instruction, operational planning for attacks, communication and open source information. |

This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership. |

Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

(LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |

(LIII.): 132-147 | DOI: 10.3849/2336-2995.21.2012.01.132-147 Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies. |

(L.): 121-134 The Military Technical Institute of Ground Forces (VTÚPV) Vyškov was established in 1978 as a research authority and its activities have covered both requirements of the Army of the Czech Republic as well as the civilian sector. The VTÚPV Vyškov Division specializes in equipment, material and technologies of the ground forces. It solves tasks ranging from theoretical analyses and applied research and development to the prototype production phase, testing and validation, and small series production. It is an accredited testing laboratory for testing products and systems; it operates as an accredited certifying body for a large number of products. Since 2003 it is a part of the military repair shop VOP-026 Šternberk, s.p. (state enterprise) founded by the Ministry of Defence. The article enumerates its activities, namely just finishing semi-anechoic hall EMC (electromagnetic compatibility), the most important and most expensive investment project since the late 80s. |

(XLIX.): 81-84 It is said that at present, all means and knowledge necessary for any terrorist attacks are aviable on Internet network. Islamists regard Internet as a university of a special sort, without territorial boundaries, suitable for schooling and preparation of "sacred war". Internet users are decentralized, which is suitable for guerrilla fighters. By studying Qur?an (Koran), people are opened to indoctrination with global jihad. The Qur'an states that those who die in this type of jihad automatically become martyrs of the faith and are awarded a special place in heaven. Islamic law alleges that all nations 174 must surrender to Islamic rule. Indoctrinated terrorists could be and are united in their beliefs via electronic Internet pages, anywhere in the world, into one global cyber space. Electronic jihadists use notebooks and small electronic cameras to view and study suicide bomb attacks. The fight against such threat is endless, marked only by partial victories. (XLIX.): 172-176 In this article the author explores the potential roles for unmanned ground vehicles (tactical UGVs) in the modern battle space as pack mules, fighting scouts and perimeter sentries as new concepts of operation, designs and products emerge. Remote control vehicles could be also used in explosive ordnance disposal operations. Urban warfare looks set to become a particularly rich field for this sort of robots. The article discusses the challenges in developing and deploying cost-effective UGVs on the battlefield. There are still many problems, namely technological. Defence-decision makers are confronted with an increasing operational complexity that has strategic implications. Decisions on defence policy and strategy are characterized by uncertainty and risks. (LIII.): 72-79 | DOI: 10.3849/2336-2995.21.2012.03.072-079 The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command. |
