But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |

Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |

(LIV.): 10-21 | DOI: 10.3849/2336-2995.22.2013.04.010-021 The aim of the article is to present an up-to-date discussion on cyberspace as a new, fifth domain of warfare. The reader is provided with the concept of cyberspace, its current interpretation, primarily in American doctrines and military theory. The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces. |

It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations. |

At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

(LIII.): 148-164 Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |

Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation. |

CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation. |

He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

(LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

(L.): 107-113 The article is focused on the Czech military bases during mission abroad and introduces new term "Life Cycle of Military Base". Every system has its own successive stages through which it passes; concept that compares the cyclical nature of organizations, systems, is called life cycle. The Reach-Back concept divides lifetime of the military base into seven phases: Assignment (task, goals), Preparation, Proposal (draft), Designing, Building, Running and Cancelling. The definition and description of all phases of the Life Cycle of Military Bases is an important contribution to solving series of problems connected with designing, building, running and cancelling of military bases during mission abroad. Dividing into separate sections contributes to the well-mastered supervision of base, as it indicates factual structures of individual stages of daily routine of the base and thus it lowers the risks of neglecting some activities. |

(L.): 79-84 Abolishing military courts at the end of 1993 could evoke the idea that there is no such thing as military judicature in our country. In fact, the Defence Act sets that in time of military preparedness, higher and lower field tribunals and courts come into existence. But present legal norms do not know the legal term "state of military preparedness", only "mobilization". There are many other legal gaps, concerning e.g. declaration war, defining state of war, proclaiming martial law. There are not firmly set statutes of field military courts, their subordination, dependence of field judges and their assistants, or how shall we handle offences of our soldiers abroad, its connections with international laws and agreements. This state of affairs for quick remedy. |

(XLIX.): 66-75 The reform of the Czech armed forces is factually and timely tied with the transformation of NATO forces, both in the field of technology and that of doctrine. The covering principle of this transformation is the so-called EBAO concept, in the frame of which we define three main transformation objectives: forces must have operational superiority, they must be operationally effective, deployable, and sustainable. The effects-based approach to operations focuses on combining military and non-military actions to influence the overall behaviour and capabilities of other actors: national, trans-national, belligerent and benign, in an operational environment in order do create effects leading to the achievement of strategic objectives and a desired end-state. Its application focuses the planning, execution and assessment of operations. The cited EBAO handbook was followed by several documents (e.g. discussion papers), issued at the end of 2007 as a means to inform future doctrine reviews. Many of the concepts and documents should be validated, either through experimentation, or through specifically designed exercises. |
Starting Points for the Preparation of Updated Security Strategy of the Czech Republic 2011ReviewedPhDr. Miloš Balabán, Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 3-19 In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy. |

(LIII.): 140-147 | DOI: 10.3849/2336-2995.21.2012.03.140-147 This article analyses a new element in the Czech criminal law-Military Bias Crimes. They are included in the new Criminal Code 40/2009 Coll., Sect. XII. The bias motive is characterized by a prejudice against race, ethnicity, nationality, political belief, religious belief or atheism, but not against the so-called sexual orientation, in contrast to the situation in the US. Perpetrators of some military bias crimes, § 378, § 379, § 380, can be not only soldiers, prisoners of war, but also members of security corps (Police, Security Intelligence Service etc.). Up to now, the use of these new norms of the Czech penal law has been limited. |

Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook. |

(LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |

(LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |

(LIII.): 102-110 Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |

Fundamental changes in a global security environment have brought except a lot of positives also many negatives, in a form of various asymmetric security threats. The rise of new military and nonmilitary dangers, under the influence of globalization and contemporary worldwide economic crisis, is directly related to the need of conflict prevention, crisis management, peace missions, law enforcement, or support to humanitarian assistance. |
The Total Force Policy and Some Issues of Building-Up of the Militia-Like Units in the Czech National Security SystemMilitary artBohuslav PernicaVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 79-88 | DOI: 10.3849/2336-2995.21.2012.01.079-088 The essay deals with the concept of total force policy concept and its implementation. Some facts related to the history, implementation and development of this construct are presented in context of the Czech White Paper on Defence released in 2011. In order to improve capabilities of the national armed forces system, and as well as to diminish risks related to lack of human and financial sources in face of impeding population ageing, the author suggests a return to total force concept in the Czech Republic. He admits that the experiences with this policy before 1990 will be inoperative, as there is no chance of reintroducing of compulsory military service or the re-establishing of such paramilitary institutions such as e.g. the SVAZARM used to be. |

(LIII.): 137-142 | DOI: 10.3849/2336-2995.21.2012.02.137-142 The article focuses on comparing the current legal requirements of the provision of authorized accoutrements uniformed forces and identifies their differences. The article proposes the change in payment of compensation for unused authorized accoutrements. It is not only a matter of Army of the Czech Republic and other uniformed forces of the Czech Republic, e.g. Police of the Czech Republic or Prison Service of the Czech Republic. Uniformed forces ought to receive adequate material support, as they have to distinguish themselves from civilians with the regard to the nature and specifics of their duties. |
