Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit.

Even though they are not discussed in public, private military and security companies play more and more important role in the world. They have shape and image of modern corporative companies; they are highly structuralized, well supported. They do not resemble the old band of soldiers of fortune. They offer broad spectrum services and utilities, ranging from fight to computer-supported analyses ...167

The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users.

The White Paper on Defence is a frame document that only points out main directions of military activities that further must be worked up in detail at all levels of defence department. This study presents all possible themes in the field of public procurements. As he set principles in the Whiter Paper correspond to those set in governmental document Public Procurements, it depends only on MoD experts to what measure they meet governmental requirements and implement them into drafted concept materials, incorporating rules for placing, assignment, rating, examination and audit.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

The life and work of General Dr. Milan Rastislav Štefánik is without doubts the life and work of one of the three leading crisis managers of extraordinary skills operating in an enviroment of first escalating global crisis of the 20th century. The phenomenal result of their activivities was the establishment of the Czechoslovak Republic. The author concludes that Štefánik´s work is timeless, from which we ought to draw a continual inspiration.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs.

In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

The article aims to explain the possibility of calculating the perpendicular distance of object (observation, building etc.) from the barrel of fire artillery. The advancement calculation is not included in any legislation addressing the issue of fire safety in the barrel artillery. This paper discusses the mathematical reasoning and calculations that are useful in the preparation of documentation for shooting in the time preparation of shootings. The derived formula can be used by judges when firing safety control shooting.

The article deals with aspects of operational art inside the operations planning process. It deals with the concepts of operational design and suggests a possible way of introducing such theory into the development process of operational approach. This paper is a free sequel to several articles published in Military Review on this theme. It introduces several professional terms in the field of operational art, up to now not officially established.

The article is involved in the problems of providing humanitarian aid. The authors analyze legislative and social surroundings upon which the humanitarian assistance is rendered by the Army of the Czech Republic. They characterize various forms of non-governmental organizations in our country and the conditions under which the Czech Army is allowed to cooperate with them. There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. The list of selected denominations with their short profiles is enclosed.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

On January 11, 2013, the French army opened the military operation with the aim to halt the progress of Islamist armed groups, controlling north of Mali. The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments.

It is an information study about sociological research completed among Czech servicemen, former members of military missions abroad, under the aegis of the rector of the University of Defence. The research goal consisted in finding causal relationship between missions and breakup rates. Among others it was determined that for breakups were predispositions even before partners went to missions abroad. A total of 3 % stated they wanted to escape from family problems. Partnership after returning home broke up in 15.6 % of questioned veterans. Research should provide cornerstone data for a proposal of concrete measures for reducing divorces and partings. The stratified sample consists of 348 respondents from the ACR who took part at least in one mission abroad and were married, or lived in long-term partnership. Data collection lasted from July to October 2008.

Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam.

The article presents some prospective variants of accoutrements supply for professional soldiers. The system might operate like that: the soldiers will receive cash money to buy equipment, outfits, even clothing by themselves, in civilian outfit distribution network. There are three possible variants in question, first equivalent items, identical with military categories of components, second sports items, and third field outfits that do not affect the functionality of uniform, its completeness, as well as external appearance.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting.

President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan.

Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred.
