(LXIII.): 88-105 The article deals with the issue of the cognitive pyramid and the possible use of intelligence analysis in the context of gaining the understanding and wisdom of users of information using this pyramid. The cognitive pyramid is used to define the terms date, information, knowledge, understanding and wisdom that make up the various levels of the pyramid. The paper attempts to discuss concepts in different models of the pyramid. It briefly describes intelligence in the context of the use of intelligence by means of a cognitive pyramid. Intelligence is a special kind of knowledge. This article also seeks to explore how intelligence creation can be explained using a cognitive analytical pyramid model. |
One Hundred Years have Passed since the Founding of Vojenské Rozhledy JournalReviewed - ReviewVladimír KaraffaVojenské rozhledy / Czech Military Review Nr. MC/2020, Vol. XXIX. (LXI.): 7-38 The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions. |

(LXII.): 75-92 The article deals with the artillery manual gunnery in accordance with the modernization of the czech artillery. The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated. |

(LXIII.): 106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |

(LXII.): 3-25 The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace. |
Landmarks in Analysing Contemporary Conflicts: Between Tradition and the Need for InnovationReviewed - ReviewAlexandra SarcinschiVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 61-70 The paper discusses the correlation between methodologies of conflict analysis and dynamics of international security environment and highlights the need to tailor these methodologies to the rapid sequencing of world events. The analytical approach starts with an overview on the general theory of conflict, whereupon the author focuses on the most widely used models of contemporary conflict analysis and summarizes the way they approach the same conflict, namely the recent events in Ukraine, in order to illustrate the advantages and disadvantages of each model. The final part of the paper develops, instead of conclusions, the correlation between the two analysed items and the way in which specific components of the methodologies can be adapted to the development of main characteristics of the international security environment. |
Institutionalisation of the Analytical Support Function to Ensure Credibility of Defence Management - Canada, Norway, Sweden and NATO Case StudyReviewed - ReviewJosef ProcházkaVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 3-22 The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence. |

(LVIII.): 33-39 The global security environment brings forward different and surprising challenges for the armed forces, which require a good training and preparation. One way of sorting out the endeavour is using scenarios, the concept used extensively in the military field, the military field being the initiator of this concept. Military scenario development is the subject of this article, which is going to bring some essential characteristics and propose a working option for elaborating a scenario. The final aim is to help military planners have a good working procedure when developing a scenario in order to create a document updated with warfare evolution and operational planning process ready to respond to all risks and threats. The scenario is a way used by military structures at all levels of military art (strategical, operational and tactical) to get in contact with a probable unknown situation, to assimilate it and to sort it out. The article focuses on the scenario development process and proposes stages and activities that should be followed by a joint operational group when tasked with preparing a scenario. |
Convergence of NDPP and CSDP Planning Process as a Part of the NATO-EU Strategic Partnership ReinforcingReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 45-59 Over the last few years, a need for reinforcing the NATO-EU mutual coherence has become increasingly apparent. The EU and NATO have recently initiated the steps to consolidate the strategic cooperation where a way ahead to converge NDPP and CSDP planning process was also underpinned. The recent introduction of new tools tailored to get more effective the CSDP process offers new opportunities for facilitating a convergence of EU and NATO planning approaches. Even if it is impossible to assume that the Alliance's and the Union's planning processes would become identical, the implementation of PESCO and other subsequent procedural tools has created a room for potential synchronization and harmonization of respective planning processes. The paper summarises findings on certain parts of both processes which could be brought closer, in terms of time and procedures, without affecting the autonomy of both organizations in any way. |
Qualitative Research on PESCO Projects Direction in the Field of CBRNReviewed - ResearchMiroslav Pohanka, Antonín NovotnýVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 60-73 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |

The analytical part discusses the pros and cons of current evidence of physical training data and identifies the main shortcomings and problems. The article proposes the optimization of the current state through an advanced information system that would cover the current needs of physical education workers and for this purpose is currently created in the environment of the University of Defense in Brno. The article outlines the possible practical use of the information system in military practice. |

(LXI.): 86-102 This paper is devoted to the role of a periodical Vojenská mysl in the reform of Czechoslovak "1968". There were various contributions on its pages, which criticized the lack of the Czechoslovak military doctrine. The corn of criticism was also aimed at non-systemic arrangements based on Soviet pressures in the area of diplomacy and military policy. Vojenská mysl reflected carefully the general process of democratization, which influenced the daily life in the Czechoslovakian army. The democratization required involvement of scientific base in military affaires, a long with better use of personnel capacity in the military. |

(LXII.): 3-22 The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario. |
Optimization Dislocation of Accoutrements Military Distribution Points in the Czech Armed ForcesReviewed - Researchpor. Ing. Tatiana Macháčová, Ing. (LVII.): 73-90 The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements. |
Defining and Evaluation of Competencies of an Officer of the Czech Armed ForcesReviewed - ReviewJaroslav Kuba, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 65-83 The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies. |
Models of Proliferation of Rocket Technologies Used by Hybrid Actors in the Middle EastReviewed - ReviewLadislav KulhánekVojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 73-84 Rocket technology occupies an elite position in the doctrines of hybrid actors in the Middle East. The thesis of proliferation of tactical ballistic missiles analyses four models - political, technological, substitutional and propagandist-psychological. An effective reduction of ballistic missiles and technologies has been identified in the political model, where sanctions and embargoes limit the proliferation of missile technology. In the technical model, which plays a key role, the limiting factors are those of development and dissemination of high-energy laser weapons. The substitutional model illustrates the application of tactical ballistic missiles as carriers for improvised devices. It is of marginal importance, despite covering targets that involve secondary damage. Studying the model of propaganda and psychology confirms the psychological effect on the population associated with the losses, but it does not affect the reduction of missiles. |

The article is supplemented with information on the capabilities of the military Air Force immediately before the annexation of Czechoslovakia by fascist Germany in 1939. |

It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO. |

(LXI.): 75-85 Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector. |

Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications. |
Comparison of Approaches Towards Electronic WarfareReviewed - ReviewPetr HlaviznaVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 78-104 The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic. |
Utilization of Galileo and BeiDou Systems in the Armed Forces of the Czech RepublicReviewed - ReviewJosef Rada, Viktor PecinaVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 36-50 The article studies possibilities of utilization of Global Navigational Satellite Systems Galileo and BeiDou in the Armed forces of the Czech Republic. It analyses its advantages, weaknesses and assets the army. The study is grounded in knowledge and experience of the Czech military geographic service and supports it with comparisons with already implemented systems GPS and GLONASS. European project Galileo brings for the most part independence on GPS and direct influence of the Czech Republic. Chinese system BeiDou provides individual alternative, although with limited access. In combination with multiconstelation receivers, they can substantially complement the current structure, make more accurate measurements and lower vulnerability to jamming and spoofing/deception. AČR may utilise benefits of the systems with modernisation of devices a by participation in development projects of global navigation. |

(LXI.): 62-75 The paper presents selected knowledge and findings of the sociological survey, which was focused on identifying the needs and problems of modern war veterans leaving the military service in 2018. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers' problems and needs, especially before leaving military service. |

Officer's CompetenciesReviewed - ReviewPřemysl Štěpánek, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 51-70 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |
How Far is the World to Achieve World Peace and Why?Reviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 76-91 The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident. |
