Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security.

The article points out the altered role of intelligence and counterintelligence under the conditions of new security threats and relevant problems of intelligence analysis. Authors compare the theories of the orthodox and revisionist intelligence schools dealing with the detection of surprise attacks and finally outlines solutions related to the training of intelligence analytics. Orthodox views are as follows: surprising attacks are inevitable, such attacks will succeed as they are unpredictable, complex and sophisticated; reformists say that too much attention is paid to various failures, there are many cases in which intelligence prevention was successful. Threat analyses are very complicated; hints are not clear, ambiguous. New threats must be examined and eliminated with cooperation with other force branches, police, integrated rescue system, and others. Last but not least, there is indispensable role of preparation and schooling of intelligence officers.

During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit.

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span.

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

This article discusses the issues of the Czech military diplomacy carried out by military, air, naval or defence attachés accredited in foreign countries in order to uphold the national security and defence interests. The main emphasis of this article is put on the evaluation of current state and legal bases of military diplomacy of the Czech Republic. The article aims to identify and analyse the challenges (1) the Czech diplomacy is currently faced with and to propose viable solutions (2) which could possibly contribute to better coordination and effectiveness of the Czech military diplomacy.

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.

Article deals with analysis and description of defence-industrial cooperation of V4 countries from the beginning of nineties of the 20th century up to 2016. The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners.

The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article.

This paper provides an introduction to the quantum radars that can cause a revolution in the modern warfare in the near future. The goal of the paper is to present basic principles of quantum radars without deep knowledge of quantum mechanics, where its properties and phenomena important for the quantum radar will be outlined. After the physics introduction, the three basic designs of how the quantum radar could work will be presented as well as their advantages. In more details, the main benefits of quantum radars including higher quantum radar cross section and more difficult jamming and localization will be discussed. Next, the state-of-the-art research, the important technologies for quantum radar and its other applications will be commented. Finally, the time scale of the first prototypes and the role of the quantum electronic warfare will be discussed.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. This text sets its aim in analyzing the current state of active reserve in the Czech republic. The function, current state along with future plans as envisioned in the Concept of Active reserve from the year 2012 and relevant public anouncements of certain military and ministry officials will be described first. The ammendment to the conscription act will be briefly introduced along with its effects on the function of Active reserve, its perspectives and on the requirements on the recruits. Then the possible issues that may arise during the implementation of reforms will be analyzed. These lay mainly in the personal level and training. Several possible solutions for these issues will be put forward.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The paper deals with recent recodification of private law (background and sources of inspiration, general part of Civil Code, family and inheritance law) and particularly the special regulation related to the members of the armed forces (so-called military private law): 1) marriage under exceptional circumstances (§ 667 CC), and 2) military testament (§ 1545 CC). They reflected illustratively the ideological background of the recent recodification - links to national and European legal tradition, discontinuity with the previous regulation and the pursuit of complexity, and also indirectly the current relationship to the armed forces - respect, appreciation of their importance and taking account of their specifics.

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

This text presents development of the Ukrainian conflict in the context of contemporary discussion about the extent of Russian intervention in crisis regions. The author explores thesis about application of hybrid war by Russian side, use of new military and strategic methods. He also presents and evaluates the arguments which oppose the idea of considerable changes in character of military conflicts, which were demonstrated during the occupation of Crimea and during the combat clashes in Eastern Ukraine having in mind the state and possibilities of the involved actors.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

Successful protection against Weapons of Mass Destruction and Toxic Industrial Materials is a permanent and current challenge for the Czech Armed Forces Chemical Corps units and formations. Technical and technological improvements of the equipment and material as a result of defence development projects mostly contributed to enhancement of operational capabilities. In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015.

The Security System of the Czech Republic has gradually profiled since 1998 to the shape as it is generally defined and described in the final part of the Security Strategy of the Czech Republic (2015). The article is contemplation over some possibilities to further improvement of the system in terms of the current state and challenges arising from developments in the security environment and in terms of options, how to adequately respond to them.

There is currently about 1 500 Moroccan citizens fighting for the so-called Daech in Syria and Iraq; that makes the North African monarchy one of the main countries which export radical islam djihadists and supporters abroad to the war-beaten Syrian-Iraqi region. Until 2014 Moroccan officials let them leave the country almost freely, to be precise, they didn´t prevent them from travelling to Syria, Iraq and other proxy war destinations. That´s how have the Moroccan fighters joined the Daech rows fighting in the beginning against the Syrian president Asad. But it seems now that the situation has rapidly changed: the Kingdom of Morocco is currently fighting and closely monitoring its own foreign fighters who are coming back home. Especially such eventual threat is pushing the country for creating a new national security strategy related to this risky minority, which needs to be integrated back to the Moroccan society.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

In our country we can meet various publications on intelligence activities, nevertheless we feel the lack of expert books with wider overreach. Among those publications that fulfil such demands belongs the work by Ladislav Pokorný "Secret Agencies", Prague: Auditorium, 2012. The book covers intelligence organizations of all kinds, including military ones. In military section the reviewer cites the famous ironic sentence "Under the Czech Law, we have three intelligence services, in fact there are four of them, with five directors". The publication is of high information value and could also serve as a university textbook.

Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.
