All phases of the development, preparation, movement and transportation, construction and operation are mentioned there, an internal structure, used technical means and involvement of personnel, lessons identified and recommendations included, leading to increase of efficiency of similar activities in the future. |

(LIV.): 76-88 The role of civil-military cooperation (CIMIC) is increasing in the post-modern wars (operations). CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation. |
The Goals of Civil-Military Cooperation in the Context of White Paper on DefenceReviewed - ReviewIng. Pavel Zona, Ph.D., Ing. (LIV.): 31-38 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |

(LII.): 20-29 With the running changes in methods of modern operations within NATO framework, there are also changes in demands and tasks in the scope of civil-military operations-CIMIC. They are incorporated in many documents, such as the Comprehensive Political Guidance, New Concept of Civil-Military Cooperation or Field Manual 3-07 Stability Operations. The CIMIC capacities ought to be used for active impact on impending security situation, crisis development, impact implemented more sooner then crises might escalate to conflicts, eventually they could be used to halt the conflicts, in the places where they are a threat to Alliance security. We must create new rules of co-operations between civil and military sections, with the use of Alliance materials, resources and documents from conferences, seminars and field working shops. Today we have also abundant experiences that the Army of the Czech Republic, its CIMIC section, have acquired in preceding ten years. |
The Security-Development Nexus in Practice: Lessons Learned from the US Provincial Reconstruction Team in Panjshir in AfghanistanReviewed - ReviewZdeněk RodVojenské rozhledy / Czech Military Review Nr. 1/2024, Vol. XXXIII. (LXV.): 105-126 The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain. |

(LXV.): 51-69 This article deals with the use of constructive simulation software in the planning process of military engineer staff personnel. The possibilities regarding the implementation of MASA SWORD simulation software are demonstrated on specific data from the Engineer Support Management Course, with overlapping applications to other specialized military troops. Three scenarios were used for the simulations, which were practiced and verified during the course’s exercise. Each scenario was evaluated in silico within the simulation environment, incorporating analytical and graphical outputs. Utilizing the MASA SWORD analytical module, each scenario underwent comparative analysis using statistical tests to assess the fulfilment or failure of the assigned task. The findings emphasize the promising role of constructive simulation in enhancing military personnel training and planning process on tactical level. |

(LXV.): 21-39 The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |

(LXIII.): 106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |

(LXIV.): 66-85 This article delves into multi-domain operations in the context of future warfighting. A multi-domain approach to operations is being progressively implemented in allied nations and within NATO, as well. It should also become a core interest for the Czech Republic, even if the sea and space domains do not represent the crucial area of potential operational engagement of the Army of the Czech Republic. The complexity of operations in a complex operating environment requires mutual interaction across all operational domains. The integration of the physical and virtual spheres of operations suggests that operations planning cannot be strictly oriented to individual operational domains. The interaction between operational domains must be perceived as a sine qua non for effective planning and conducting military operations. This is also a fundamental prerequisite for the successful activity of forces in a complex operating environment. |

(LX.): 55-70 The present article expresses the importance of the Zrínyi 2026 Hungarian government medium-term modernization program and its impact on military security in the region. Migration crisis, hybrid warfare treatments and withdrawal from the INF (Intermediate-Range Nuclear Forces) treaty were the main reasons for the enactment of the Zrínyi 2026 program. Comparing the Polish and Hungarian Defence Forces, the article analyses the significance of military security in Central Europe. The analysis explores organizational and legal changes and the purchase of armaments. The Hungarian program's objectives are to change not only the equipment but also the structure and organization. The Commander of the Hungarian Defence Forces was separated from the Ministry of Defence. The Hungarian program has declared the increase in the number of reserve forces to twenty thousand and the active duty personnel to roughly thirty-eight thousand. Due to the modernization the military forces will be equipped with new components. |

The authors' fundamental research question is to be whether the changes to the operational environment's dynamics and scope will substantiate as the defining factors for ensuring interoperability with Alliance partners, for the purposes of developing new type of medical capabilities needed. Moreover, the importance of a rarely emphasized role of operational art in military medicine is discussed. (XLIX.): 108-112 The necessary predisposition of successful meeting assigned tasks of every military contingent sent abroad lies in a high cooperation of its elements, hidden performance of all mission members. The purpose of this article is to introduce nearly invisible activities of geographic and hydro meteorological specialists of the ACR, who prepared and printed geographical maps of Logar province. It is the very first set of maps created by the method of rapid symbolization of GIS data (Geographic Information System), based upon standard Topographic Map TLM50. Vocational preparedness of military geographers is high. Technological means, advanced technology they use in Logar, are an indispensable prerequisite for successful fulfilment of their mission with honours. In fact, the Czech contingent consists of nearly 200 members, formed by soldiers of 102nd reconnaissance battalion Prostějov, 7th mech brigade Hranice, 13th arty brigade Jince, 15th rescue engineers brigade Bechyně, 103rd Centre CIMIC/PSYOPS Lipník, 22nd Air Base Náměšť and other members of Czech armed forces. |

(LI.): 60-82 War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently. (LII.): 53-64 The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations. |

Among others, participants of the CPX were representatives of Defence University Brno, National Defence Academy Vienna, Austria, and the Armed Forces Academy, Liptovský Mikuláš, Slovakia. During the exercise, in imaginary region POPRADLAND, there were practiced various basis aspects of forces preparations and engagement that focus on EU Battle Group in Area of Responsibility, explaining forming commander and staff's decision-making process at the level of Battalion Task Force, during operational planning and its engagement in action. At the end the Officer Conducting the Exercise certified that participants in the CPX fulfilled set goals and aims of this exercise sucessfully. The exercise was designated maily for members of Higher and Basic Command and Staff Courses. |
