Cyril Svoboda, PhD is a graduate of the Faculty of Law, Charles University (JUDr.) and holds a Ph.D. from the Police Academy of the Czech Republic. Until 2010 he was an active politician at both parliamentary and ministerial levels; among other posts he served as Minister of the Interior, Minister of Foreign Affairs, Minister for Regional Development, and Chair of the Government’s Legislative Council.
Since 2010 he has taught at CEVRO University, the College of Economics and Management, and the Police Academy of the Czech Republic. He is Director of the Diplomatic Academy, Ltd., and the Diplomatic Institute, p.b.c. (public-benefit corporation). He also sits on the editorial board of the journal Administrative Law. His professional interests include constitutional law, security policy, diplomacy, and foreign policy.
